Description

This acquisition is a 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 812220 (Cemeteries and Crematories) $20.5 Million size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested parties that the VA National Cemetery Administration as directed by the VA Fort Jackson National Cemetery will solicit a Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside proposal. This Request for Proposal (RFP) shall be under No: VA786-15-R-0006. Contract award will consist of One Base year and 4 one year option; a total of five years. A RFP solicitation is currently not available. The intent of an awarded contract shall be to maintain Cemetery Operations which includes: Interments, headstone maintenance, irrigation maintenance, tree and turf maintenance, trash/debris removal, and facilities Maintenance. The Contractor shall maintain the cemetery facility 365 calendar day. Subject to all terms, conditions, provisions, and schedules of the contract; contractor shall furnish all equipment, parts, materials, supplies, labor, and supervision necessary and incidental to the work required. The evaluation factors are as follows Technical, Past Performance, and Price. Technical and Past- Performance when combined are significantly more important than cost/Price. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. PROGRAM OBJECTIVES: The purpose of this Pre-solicitation is to obtain a contractor to support the Fort Jackson National Cemetery and the National Cemetery Administration. ? CLINITEM Headstone Maintenance 0001Headstone cleaning and maintenance 0002Headstones raise, lower, realign, reset and backfill 0003Headstone Receiving and Setting 0004Headstone Replacements Gravesite Maintenance 0005Sunken Grave Repair Grounds Maintenance 0006(Complete Phase 1 Site) Grounds Maintenance Services to include Turf Maintenance, plant and tree maintenance, mowing, trimming and edging; tree wells edging, maintenance and labor for mulching beds (Main Entrance, Memorial Trail, 3 Shelters, 5 Island Beds, Barrier bed between section 5 and 6, Columbarium, Flagpole assembly area, Admin Bldg, etc.) sweeping or blowing off of roads and walkways; trash and floral removal; debris removal; irrigation management (approximately 31 acres). Mulch supplied by the contractor. 0007(Partial Phase 1A Developed Site) Grounds Maintenance Services to include Turf Maintenance, plant and tree maintenance, mowing, trimming and edging; tree wells edging, maintenance and labor for mulching beds (Main Entrance, 1 Shelters, Flagpole assembly area, Admin Bldg, etc.) sweeping or blowing off of roads and walkways; trash and floral removal; debris removal; irrigation management (approximately 14 acres). Mulch supplied by the contractor. 0008Snow and Ice Removal 0009Sod placement & seeding of casketed sites 0010Turf Maintenance; 4 ea Fertilization Applications; 4 ea Weed & Disease Control application. Fire Ant Control & Pest Control as required. (approximately 31 acres) Buffer Areas 0011Edge and perimeter spray treatment to include complete Buffer Areas with non-selective herbicide (1 per month/9 times per year) with first edging to be trench treatment. 0012Treat Buffer Areas with a pre-emergent herbicide 2 times per year. (6 Acres) 0013Dress Buffer Areas with pine straw once annually in the spring, including material and labor (pine straw to be furnished by the contractor). Committal Shelter/Transporting of Remains 0014Daily interment shelter set-up, take down and cleaning (2 shelters), including complete cleaning of shelter (interior and exterior). Cleaning of shelters as required between committal services daily. Pest control as required. 0015Transportation of casketed remains and floral arrangements from committal shelter to gravesite. Janitorial 0016Janitorial service including maintenance supplies - Administration & Maintenance Complex (including all restrooms) approx 5,000 net sq footage 0017(Partial Phase 1A Developed Site) Janitorial service including maintenance supplies - Administration & Maintenance Complex (including all restrooms) approx 4,000 net sq footage Support Services 0018Support Services for Memorial Day, Veteran's Day, Wreaths Across America, and other weekend special events as needed. Manpower and equipment for high priority events and services at the cemetery. 0019Support Services for weekend or holiday burials as per NCA's Standardized Burial Schedule for Federal Holidays, as required. This includes Active Duty KIA interments scheduled on a weekend.
