THE U.S. ARMY UTILITY HELICOPTERS PROJECT OFFICE (UHPO) SEEKS ADDITIONAL INFORMATION ON THE COST OF A PRELIMINARY DESIGN REVIEW (PDR) FOR THE IMPROVED TURBINE ENGINE (ITE) IN ACCORDANCE WITH (IAW) THE PERFORMANCE WORK STATEMENT (PWS), SYSTEM REQUIREMENTS DOCUMENT (SRD), SPECIFICATION DEVELOPMENT DOCUMENT (SDD) (SDD SPREADSHEET LISTING UPDATES SINCE 06 JUNE 2013), CONTRACT DATA REQUIREMENTS LIST (CDRL), AND DOCUMENT SUMMARY LIST (DSL) (AVAILABLE UPON REQUEST). THE ITEP IS A 3000 SHAFT HORSEPOWER ENGINE PROGRAM THAT PROVIDES ADVANCED TURBOSHAFT PROPULSION CAPABILITY PRIMARILY FOR APPLICATION TO THE ARMY?S BLACK HAWK AND APACHE HELICOPTERS. THE ITEP IS BASED UPON THE ADVANCED AFFORDABLE TURBINE ENGINE (AATE) TECHNOLOGY DEVELOPMENT WHICH EMPHASIZES SIGNIFICANT INCREASES IN PERFORMANCE CAPABILITY AND REDUCED COST OF OWNERSHIP THAT SUPPORTS THE DEPARTMENT OF DEFENSE?S (DOD) CAPABILITY NEEDS FOR MULTI-MISSION MOBILITY, PERSISTENT ENGAGEMENT, PROTECTION, AND PERSISTEN! T COMMAND AND CONTROL, INTELLIGENCE, SURVEILLANCE AND RECONNAISSANCE (C2ISR) PLATFORMS. ITEP IS FOCUSED ON THE DEVELOPMENT AND QUALIFICATION OF A NEW CENTERLINE, TURBOSHAFT ENGINE TO SUPPORT MODERNIZATION REQUIREMENTS NECESSARY TO ENSURE THE APACHE AND BLACK HAWK REMAIN OPERATIONALLY EFFECTIVE WELL INTO THE 21ST CENTURY. PREVIOUS REQUESTS FOR INFORMATION FOR THIS SUBJECT WERE ISSUED ON 22 JULY, 2009 (W58RGZ-09-R-0589). UPDATED REQUESTS FOR INFORMATION WERE ISSUED ON 14 DECEMBER 2010 (W58RGZ-11-R-0164) AND AMENDED 27 DECEMBER 2010 (W58RGZ-11-R-0173), 26 JANUARY 2012 (W58RGZ-12-R-0243), 07 FEBRUARY 2012 (W58RGZ-12-R-0260), 17 FEBRUARY 2012 (W58RGZ-12-R-0267), 05 JUNE 2013 (W58RGZ-13-R-0337), AND AMENDED 06 JUNE 2013. 1.2 CONCEPT. THE GOVERNMENT WILL SEEK A PDR EFFORT FOR THE ITE THAT CONFORMS TO THE SPECIFICATIONS OUTLINED IN THE DOCUMENTS REFERENCED ABOVE. SECTION 2 ADMINISTRATIVE 2.1 PURPOSE. TO EXPLAIN THE FORMAT AND TYPE OF INFORMATION THE GOVERNMENT WISHES TO RECEIVE IN RESPONSE TO THIS RFI AND TO DEFINE THE DATA THE GOVERNMENT WILL PROVIDE. RESPONSES SHALL BE STRUCTURED AGAINST EACH OF THE MAJOR AREAS OF INTEREST, AS DESCRIBED IN THIS RFI AND SHALL BE IN ENGLISH USING U.S. MILITARY/NATO TERMS WHENEVER POSSIBLE. 2.2 GOVERNMENT FURNISHED DATA. ALL GOVERNMENT FURNISHED DATA WILL BE PROVIDED ELECTRONICALLY ON CD-ROM. UPON RELEASE OF THIS RFI, CD-ROMS WILL BE AVAILABLE IN PERSON OR BY MAIL FROM THE CONTRACTING OFFICER AT THE ARMY CONTRACTING COMMAND-REDSTONE, REDSTONE ARSENAL. THE CD- ROM WILL CONTAIN UNCLASSIFIED DATA AND DATA, WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, U.S.C SEC 2751 ET SEQ), OR THE EXPORT ADMINISTRATION ACT (TITLE 50, U.S.C. SECTION 3 TECHNICAL DATA 3.1 PROGRAM OBJECTIVE. THE GOAL OF THE OVERALL PROGRAM IS TO DEVELOP AND QUALIFY AN ENGINE THAT MEETS THE PERFORMANCE REQUIREMENTS IN A COST EFFECTIVE AND TIMELY MANNER. THIS SPECIFIC EFFORT IS FOCUSED ON SUCCESSFUL COMPLETION OF A PDR. 3.2 PURPOSE. THE GOVERNMENT DESIRES TO OBTAIN INFORMATION TO ASSIST IN REFINING AN ACQUISITION STRATEGY FOR THE ITE. SPECIFICALLY, THE GOVERNMENT DESIRES INDUSTRY TO PROVIDE COST/SCHEDULE INFORMATION RELATED TO ACHIEVING A PDR AS DESCRIBED IN THE PWS, SRD, SDD, CDRL, AND DSL. 3.3 CONCEPT DESCRIPTION. COST DATA SHOULD BE PROVIDED IN THEN YEAR DOLLARS. USE 31 MARCH 2016 AS NOTIONAL CONTRACT AWARD AS A TIME BASIS FOR COST REPORTING AND: (1) AN 18-MONTH PERIOD OF PERFORMANCE (MARCH 2016 ? SEPTEMBER 2017); AND (2) A 24-MONTH PERIOD OF PERFORMANCE (MARCH 2016 ? MARCH 2018). A SOLICITATION NUMBER HAS BEEN ASSIGNED, BUT IT IS FOR ADMINISTRATIVE PURPOSE ONLY.
