Description
THIS IS A SOURCES SOUGHT NOTICE ONLY: This announcement is seeking information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to conduct market research to determine if there are a sufficient number of qualified and interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of performing the required services, to warrant a solicitation set-aside in accordance with the requirements of Public Law 109-461. The Department of Veterans Affairs Medical Center (VAMC), 950 Campbell Ave., West Haven, CT 06516, is seeking a qualified Service-Disabled Veteran-Owned Small business (SDVOSB) or Veteran Owned Small Business (VOSB) A/E firm to provide services including but not limited to: Site Investigations, Analysis, Design Development, Preparation of Construction Documents and Technical Specifications, Preparation of Cost Estimates, Preparation of As-Built Documentation, Construction Period Services to include Site Visits, Safety, Infection Control and Environmental Assessment services, and all other related services required for project no. 689-402, Expand Primary Care Clinic. This project will provide for the construction of approximately 5,100 SF of new space and the renovation of approximately 20,350 SF of existing space, to be utilized as a Primary Care Clinic. Numerous programs/space, to include the main entrance, reception, and administrative functions will need to be relocated to accommodate the function of the Primary Care Clinic. This project will provide for a pod configuration, allowing for improved patient flow and more efficient use of space. Design completion timeframe is estimated to be three-hundred and sixty (360) calendar days after receipt of the Notice to proceed. This requirement will be procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $7.5 Million. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) Company name, address, point of contact with phone number, e-mail address, NAICS code(s), and DUNS number; (2) A positive statement of your firm's intent to submit a proposal in response to a solicitation for this project; (3) List of firm's experience in work performed of similar type and scope to include projects in progress and completed within the past 5 years. Please include status as prime or subcontractor. Also include contract numbers, project titles, short project descriptions, and dollar amounts; (3) Proof of registration in the VA VetBiz website and verification by VA Center for Veterans Enterprise (CVE) or status of verification application (www.vetbiz.gov); and (4) Proof of professional liability insurance required to cover the amount of this project. The response date to this Sources Sought notice is October 24, 2014, at 3:30 PM EST. This market research is for informational and planning purposes only to determine if an SDVOSB or VOSB set-aside is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions are required via email to Heather.Hampton@va.gov. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest in not received from SDVOSB or VOSB concerns by the due date of this notice, this action may not be set-aside for SDVOSB or VOSB firms. NOTE: Potential firms must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (CVE) (www.vetbiz.gov) in order to be considered.
