- Description
- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA Ship PISCES. The PISCES is 208.6 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Conference Room and Ship's Office Suite Conversions; SOMAT Mini-Press Installation; Domestic Equipment Room Supply Fan Motor Overhaul and Duct Cleaning and Renewal; Refrigeration Machinery Room Supply and Exhaust Fan Relocations; Thrust Bearing Foundation Modifications; Shore Power Connection Enclosure Renewal; Compressed Air System Dryer Installation; Hydrogen Sulfide Sensor Relocations and Warning Light and Sign Installations; Miscellaneous Deck and Engine Room Repairs and Modifications; Tank Cleanings, Inspections and Repairs; Exterior Stack Catwalk Installation; Fire-Tight Door Magnetic Holdback Installations. OPTION ITEMS: Hydraulic Hose Renewals; Trawl Winch Wire Renewals and Lebus Shell Installations; Seawater Washdown Pump Installation; Chilled Water to Refrigeration Machinery Room Condensers Installations; Weathertight Door Installations; Switchboard Cleaning and 600 Volt Circuit Breaker Maintenance; 01 Level Lockers Exhaust Fan Relocation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 59 calendar days, with a start date on or about January 6, 2015 and a completion date on or about March 5, 2015. Place of performance shall be at the ship's homeport, NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. The date, time and place for an inspection of the ship is November 25, 2014 at 9:00 A.M. (local time) at the dock located at NOAA/OMAO/MED/MOA2, 439 West York Street, Norfolk, VA 23510. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Kenneth Kukura, on or before noon on November 21, 2014 at 757-441-3342 or 757-754-3416 or by Email at kenneth.kukura@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the facility. This procurement is unrestricted. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about November 3, 2014 with proposals due on or about December 3, 2014. The anticipated award date is December 19, 2014. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
