- This acquisition will be processed under FAR Part 12 – Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI3558501 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to PerkinElmer Health Sciences Inc. The anticipated award date is November 24, 2014. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $19.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from PerkinElmer Health Sciences a One Year Basic Service Plan w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a Ultraview Vox System (ATO) Spinning Disc Imaging System, Model #ULTRAVIEWL7267000, Serial #13UV021. The NIDCD currently conducts experiments at both the cellular and sub-cellular level, using high-speed confocal imaging PE ULTRAVIEW Vox Live Cell Confocal System to visualize real-time activities in hair cells or hair cell organelles. The ability to observe responses of hair cells or hair cell organelles to specific molecular or genetic manipulations will yield valuable data regarding both changes that lead to developmental defects, hair cell loss and/or potential regenerative treatments. NIDCD goal and expectation for this work are to maintain the functions and the high quality of images and data collected from this Ultraview VoX System. The technician should also ensure that the imaging system is fully functional for ongoing experiments by the labs. As the instrument’s manufacturer, PerkinElmer Health Sciences, Inc. is the only company with the specialized knowledge, experience, and supplies necessary to properly perform the maintenance. PerkinElmer will also make sure that the microscope operates optimally during and after maintenance. The contractor shall provide the following coverage: 1PM visit; Parts; Travel; Labor; Phone Support & Training. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Daylight Savings Time (DST), October 28, 2014 to Ms. Shirlene Smith via email ( ssmith@od.nih.gov ) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may express interest and provide a capability statement no later than October 28, 2014, 5:00PM.
