Description
The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Science Applications International Corporation (SAIC), Indianapolis, IN for the production of Lot One of the Common Aircraft Armament Test Set (CAATS) and the Pure Air Generator (PAG) Adapter Set (PAS) to test and troubleshoot bomb racks, missile launchers, pylons and emerging weapons carriage devices across most aircraft weapons systems. The PAS interfaces with the CAATS to test the LAU-7 and LAU-127 Hi-Pressure Pure Air Generator (HiPPAG) Launchers. The CAATS, which includes the PAS, will replace the legacy A/E37T-35A Common Rack and Launcher Test Set (CRALTS) which has reliability and obsolescence issues as well as design limitations that impact its ability to support future weapons carriage requirements. SAIC will sustain all drawings, configuration management, logistics, release and control requirements, design, manufacturing, testing, and calibration throughout the first lot of production of the CAATS and PAS. As the Original Equipment Manufacturer (OEM), SAIC possesses the required expertise to finalize the production drawing package to facilitate a competitive procurement for the follow-on production requirements. Concurrently producing the first lot, while accomplishing the physical configuration audit and drawing package completion, will allow the program to meet the fleet's fielding requirements for the CAATS and PAS test gear. The Government does not possess the rights to the drawings for the CAATS and PAS. SAIC is the OEM of the CAATS, and PAS, and has proprietary ownership of the drawings, therefore SAIC is the only firm with the knowledge of the technical requirements to manufacture the CAATS/PAS without a disruption in schedule or additional cost to the program. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
