Description

Sources Sought: This is not a notice of request for proposal/quotation but information and planning purposes only. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS Code 333413- Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing. Responses to this Sources Sought synopsis will be used by the Government to make appropriate acquisition decisions, see submittal requirements below. After review of the responses to this sources sought announcement, a solicitation announcement may be published in FedBizOpps or other Government Points of Entry (GPE). Responses to this Sources Sought announcement are not adequate responses to the solicitation announcement. All interested Offerors will have to respond to any subsequent solicitation announcement in addition to responding to this Sources Sought announcement. It does not constitute a solicitation and is not to be construed as a commitment by the Government. The identifier VA246-14-N-0043 shall be used to reference any written responses to this Sources Sought. The Department of Veteran Affairs Hampton anticipates a requirement that under the North American Industry Classification Systems (NAICS) Code 333413. The size standard for NAICS is 500 Employees. The requirement is for the Supply and Delivery of H/VAC Air Filters and HEPA Filters for the VA Medical Center in Hampton, Virginia. The Government is specifically seeking information as to the interest and availability of Small Business Manufacturers (not suppliers) of Commercial and Hospital Grade H/VAC Air and HEPA Filters. The Air/HEPA Filters for the Hampton VAMC consist of various sizes, grades and purification qualities. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size); business status (SDVOSB, VOSB, Small business, Large Business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining a small business set-aside decision or the acquisition of a Non-Manufacturer Rule Waiver. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation. All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required products. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages. Also indicate if you are the manufacturer, authorized reseller, and if your company is certified to service/maintain the equipment. Respondents are further requested to indicate their status as a GSA Contract Holder. Responses shall be submitted electronically to the following e-mail address: keith.hunter@va.gov and emails need to be titled accordingly "VA246-14-N-0043, Sources Sought Response, Hampton VAMC Air Filter Requirement".
