- Statement of Objectives: Automated Parcel Bundle Sorter (APBS) Scale Replacement USPS Standard Solicitation Provisions Drawings RFQ PDF File This is a combined synopsis/solicitation for commercial supply prepared for the purchase of one (1) Automated Parcel Bundle Sorter (APBS) scale; price quotes are being requested and the solicitation number is 3A-15-A-0010 and is issued as Firm Fixed Price Request For Quote (RFQ). The solicitation document and incorporated provisions are those in effect through the Postal Service Standard Solicitation Provisions. The NAICS code associated with this procurement is 333997: Scale and Balance Manufacturing. Interested parties are requested to submit price quote which includes freight, shipping and handling along with a technical description of their proposed scale including a listing of the technical capability and drawing (s). Price quotes which do not address any items listed in the requirements identified in the attached Postal Service Requirements Document - Automated Package and Bundle Sorter (APBS) Scale Replacement dated October 15, 2014 will be considered incomplete and will be deemed non-responsive by the Postal Service. The United States Postal Service (Postal Service) is issuing this Firm Fixed Price Request for Quote; 1) to obtain pricing for one (1) APBS scale replacement having the weigh tolerance of +/- 1 ounce @ 99.7% when installed and operated in the typical Postal Facility, on an APBS, 2) the new scale shall fit in the space of the existing scale and provide weight measurements using the existing electrical and control connections, and 3) it is the prerogative of the supplier to provide the scale/conveyor or scale transducer that will meet the stated needs herein. This is a Request for Quote and not an Order. Therefore, you are invited to submit a price quote response to this RFQ in accordance with the requirements identified in the attached Postal Service Requirements Document - Automated Parcel Bundle Sorter (APBS) Scale Replacement dated October 15, 2014. This request does not commit the Postal Service to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. PROBLEM STATEMENT/REQUIREMENTS This RFQ supports the United States Postal Service (Postal Service) strategic initiative to improve Postal Service package weigh-in-motion capability, more specifically accuracy and precision of the weigh result on existing automated package sorter equipment; primarily the Automated Parcel Bundle Sorter (APBS) machines. GENERAL INSTRUCTIONS The Postal Service is interested in obtaining a firm fixed price quote for one Automated Parcel Bundle Sorter (APBS) scale capable of fulfilling the requirements identified in the attached Postal Service Requirements Document - Automated Parcel Bundle Sorter (APBS) Scale Replacement dated October 15, 2014. TECHNICAL REQUIREMENTS Please refer to attached Postal Service Requirements Document - Automated Parcel Bundle Sorter (APBS) Scale Replacement dated October 15, 2014. Response Instructions and Guidelines: Questions regarding the content of this RFQ must be submitted to the email address provided. The Postal Service will not pay for information provided under this RFQ, and the Postal Service will not provide reimbursement for costs incurred in responding to this RFQ. The Postal Service reserves the right to cancel this Solicitation during or after receipt of quotes and to re-issue the solicitation. The decision to issue a purchase order rests solely on the USPS and the USPS makes no guarantee of such purchase order. Submitted price quotes in response to this RFQ will be treated as informational only and will not be viewed as a binding commitment to order. Respondents to this RFQ should not anticipate feedback regarding their submissions; other than acknowledgment of receipt, provided a submitter requests such an acknowledgement. The information provided in this RFQ is subject to change and is not binding on the Postal Service. All submissions become the property of the Postal Service and will not be returned. Responses to this RFQ must be submitted in Microsoft Word (.doc or.docx) or Adobe Acrobat (.pdf) format and attached to an email addressed to, Marie J Headley - US Postal Service Merrifield, VA Marie.J.Headley@usps.gov (703-280-7207- office) no later than 01:00 p.m. EDT on October 24, 2014. Response Guidelines Interested parties are requested to submit price quote which includes freight, shipping and handling along with a technical description of their proposed scale including a listing of the technical capability and drawing (s). Price quotes which do not address any items listed in the requirements identified in the attached Postal Service Requirements Document - Automated Parcel Bundle Sorter (APBS) Scale Replacement dated October 15, 2014 will be considered incomplete and will be deemed non-responsive by the Postal Service. Should Postal Service decide to issue a Purchase Order (PO) for the one (1) APBS scale, supplier shall deliver the scale on or before November 14, 2014 by noon at Postal Service site location: Package Technology and Visibility Engineering Systems Attention: Don Close 8403 Lee Highway Merrifield, VA 22081-8101 Awarding a Purchase Order resulting from this solicitation will be based on a best value decision. "Best value" shall be determined by using a combination of the supplier's technical proposal, with heavy emphasis on past performance and supplier capability, and price. In this solicitation, the technical proposal is considered more important than price. The statement of capability should include: a. Company name, mailing address, e-mail address, telephone and facsimile (fax) numbers, website address (if applicable), and the name, telephone number, and email address of a point of contact having the authority and knowledge to clarify responses with a Postal Service representatives. b. Description of the weigh-in-motion scale that meet the Postal Service's requirements as defined in the Postal Service Requirements Document - Automated Package and Bundle Sorter (APBS) Scale Replacement dated October 15, 2014. c. Warranty - types of product warranty (ies) available d. Ability to meet proposed delivery schedule RESTRICTIONS ON DISCLOSURE AND USE OF DATA If the response contains any information or data deemed to be confidential in nature, such information or data must be clearly marked as such as outlined below. The Postal Service does not intend to share any information outside of the Postal Service. Responding parties that include in their response to this RFQ, data that they do not want used or disclosed by the Postal Service for any purpose other than market survey may take the following steps: •a. Include on the front page or in the introductory material of their response the following: "This response includes data that may not be duplicated, used, or disclosed outside the Postal Service - in whole or in part - for any purpose other than to perform market survey. If, however, a purchase order is issued to this offeror as a result of - or in connection with - the submission of such data under a response to this Request for Quote, the Postal Service will have the right to duplicate, use, or disclose the data to the extent provided in the resulting purchase order. This restriction does not limit the Postal Service's right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Offeror insert numbers or other identification of sheets)." •b. Mark each sheet of data they wish to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response."
