- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at https://www.fbo.gov This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-15-Q-0087. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77. NAICS Code is 334111 and size standard is 1,000 employees. NUWC Division Newport intends to purchase the following items: (1) iHawk Hardware and Software Maintenance Renewal including RedHat Enterprise Linux and RedHawk Linux Tools v5, RedHawk High Performance Math Package Software Maintenance and Nightstar Software Maintenance for iHawk real-time simulation computers; one (1) year period of performance. F.O.B. Destination Naval Station Newport; Newport, RI. Payment terms are electronic invoicing through wide area workflow (WAWF). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. It is expected to place a purchase order with Concurrent Computer Corporation, Duluth, GA, as they are the only known source. Concurrent Corporation, as the Original Equipment Manufacturer (OEM), is the only source with the technical knowledge and necessary licenses needed to maintain the hardware and provide software support for existing iHawk real-time simulation computers. Offers for other products must submit a capability statement demonstrating an ability to meet the requirement, proposal, or quote which must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this solicitation. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of unrated applies.
