Description
The purpose of Modification 1 is to establish a page limit for responses to the subject Sources Sought. The applicable page limit is 25 pages. Font shall be no less than / smaller than 10 point. SOURCES SOUGHT SYNOPSIS DEFENSE INSTITUTE FOR INTERNATIONAL LEGAL STUDIES EDUCATION SUPPORT SERVICES This is a SOURCES SOUGHT ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is not a SOLICITATION. This is NOT a request for proposal and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the greatest extent provided by law. THIS NOTICE NOR PARTICIPATION FROM THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. Defense Institute for International Legal Studies (DIILS) is a Joint Agency Activity, reporting to the Director, DSCA. DIILS is responsible for managing; directing and performing Security Assistance Training (SAT) in CONUS and OCONUS locations in support of legally related Security Assistance missions and U.S. foreign policy. The DIILS mission includes forming, preparing, deploying, sustaining, and redeploying Security Assistance Legal Education programs; specifically of Mobile Education Teams (METs), Global Train and Equip 1206/1207/120X/GSCF Human Rights Training METs (hereafter referred to as "Global T&E"), Resident Courses on the Naval Station Newport, Rhode Island and other U.S. locations, and other CONUS training. METs are composed of officers (active-duty and reserve personnel) and civilians from the military departments and the U.S. Coast Guard, other executive branch agencies, and prominent civilian legal experts. METs provide legal education seminars for international participants at locations outside of the United States. DIILS Resident Courses are presented to international participants in the United States using active duty or reserve service members, civilian personnel, and contractor personnel for curriculum development, instruction, and administration. Contractor assistance is required to provide legal education services including logistics management, management assistance (including program management services), administrative assistance, curriculum development and editing, legal education instruction, and facilitation of all in support of the DIILS mission. The objective of the DIILS education support services contract is to provide quality professional legal education and training support services for the DIILS international military members, international civilian government officials and other related officials in furtherance of U.S. national security and foreign policy objectives. DIILS education programs are designed to foster internationally recognized principles of human rights, disciplined military operations, and to promote recognition and respect of rule of law principles, and civilian control of the military. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, CAGE Code, DUNS Number, Company Size, and Socio-economic Category (if applicable). 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 1 PM 23 October 2014.
