Description
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336411 which has a corresponding Size standard of 1500. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This Sources Sought Synopsis establishes the maintenance and logistic support requirements for the F-22 Raptor Weapon System. This is a services contract effort with the contractor and the US Government as the Product Support Integrator (PSI). This document defines the effort required for the contractor to provide all maintenance, logistic support, and required engineering elements necessary to support the F-22 at all levels of maintenance in accordance with the requirements cited herein. If there are opportunities to where the US Government can take lead as the primary integrator, then a transition plan will be explored. This Sources Sought Synopsis only addresses the Follow-on Agile Sustainment for the Raptor (FASTeR) requirements starting 01 January 2018. Any engine requirements would be addressed under a separate effort. The current FASTeR contract is a performance based logistics (PBL), service contract for the sustainment of air vehicle F-22 mission requirements. Unless otherwise specified, a "Capability" is defined as the contractor having the tools and processes in place to support a given task requirement but not the actual headcount resources to execute a task requirement using those tools/processes. Having a "Capability" does not include all of the actual contractor headcount being in place to execute those processes and use those tools but could be made available to execute a task requirement when directed by the Government by separate contract action. This effort encompasses the support and maintenance of the F-22 at the following locations: •· Nellis Air Force Base (AFB) •· Tyndall AFB •· Langley AFB •· Elmendorf AFB •· Sheppard AFB •· Hill AFB (OO-Air Logistic Complex (ALC)) •· Robins AFB (WR-ALC) •· Tinker AFB (OC-ALC) •· Eglin AFB •· Hickam AFB •· Edwards (Support only) •· Other potential stateside and overseas locations •· Potential combat deployment and en route support bases •· Potential locations through Depot Partnering agreements •· System Program Office (Support only) 3. Requirements: 3.1 Program Management Business Management establishes the responsibilities for the Product Support Integrator (PSI), which include the facilitation of technical integration, business planning, program management and customer support across and among the Sustainment Integrated Product Teams (IPTs). This function also includes requirements related to contract development and management. 3.2 Operations Support Operations Support for sustainment consists of the operations and maintenance of the various systems used to support and operate the F-22 weapon system. 3.3 Field Support Field Support is required to provide technical support to operational units to include operations, management functions, processes, planning, and interface requirements necessary for the continued operations of the F-22 weapon system. 3.4 Integrated Maintenance Information System (IMIS) IMIS is an integrated distributed task and decision support system for F-22 maintenance. The IMIS sustainment function ensures the IMIS is functional, capable, and that all instances are integrated with the USAF enterprise and fully supported. 3.5 Technical Order Data TOD sustainment support consists of the management and maintenance of the F-22 base level maintenance Technical Order Data (TOD) and production F-22 flight series TOD. It includes the Flight Technical Order Data (FTOD) electronic checklist to support the fielded F-22 aircraft. 3.6 Supply Chain Management Supply for sustainment establishes the capability to support the peculiar supply and material needs of the F-22 weapon system. This function covers all supply activities including deployment/wartime requirements. 3.7 Training Training includes support for all training devices at each base. It includes the management of training material and labor, supply support, asset maintenance, problem analysis, field repair, upkeep of technical libraries, and technology refresh of training assets as required. 3.8 Fleet Management The Fleet Management activities are defined by the Fleet Management Plan (FMP), which proactively manages the F‑22 fleet requirements to maximize safety, supportability, war fighting capability, and fleet availability. 3.9 Sustaining Engineering Sustaining Engineering includes all engineering and management activities related to trend and root cause analysis, health of fleet analysis, integrity programs, systems safety, configuration management, field issue resolution/implementation, and overall sustainment engineering management. 3.10 Weapons System Integrity Program (WSIP) Weapon System Integrity Program is the umbrella program comprised of the requirements and tasks within air vehicle, avionics, mechanicals, low observables, and engine integrity programs. 3.11 Support Equipment The Support Equipment function consists of the planning, management and control of F-22 Peculiar Support Equipment (PSE) including locally manufactured support equipment to support each F-22 operational site. These activities include inventory management and control typical of an inventory control point. 3.12 Depot Activation Depot Activation is the management and integration of contractor support to Warner Robins, Oklahoma City and Ogden ALCs on all Integrated Logistic Support (ILS) elements necessary for the depots to execute partnered repairs as described in Partnering Agreement and each Implementation Agreement It is critical that respondents include the degree to which they will require access to F-22 air vehicle weapons system data rights and the degree to which they have, or are able to obtain air vehicle data rights from Lockheed Martin.
