Description
Description This is a SOURCES SOUGHT SYNOPSIS for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for the renovation and repair of the existing fire station at Watervliet Arsenal, Watervliet, NY. The intent of this synopsis is to access industry's small business concerns (including 8(a), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing a capital construction project within the Watervliet Arsenal, Watervliet, NY using the design-build process to meet the needs of Watervliet Arsenal. The project involves the phased renovation/alteration of three (3) existing historic structures (Building #18, #21, and #22). Building #22 work involves replacement of existing windows, upgrade of existing utilities, modification of the existing vehicle exhaust system, selective demolition and modification of interior spaces, upgrades to electrical and lighting systems and concrete floor repairs. Building #21 work involves the modification of the eastern end of the building to accommodate sleeping quarters for female firefighters along with upgrades to existing utilities, and window replacement. Building #18 work involves replacement of windows, new overhead roll-up door, upgrades to existing electrical and lighting systems and repair to concrete floor. The scope also involves the construction of a new roof and structural systems, concrete floor slab in the space between Buildings #21 and #22 to provide a new apparatus bay for the fire company's emergency vehicles. The anticipated Magnitude of Construction is between $1M and $5M. The anticipated North American Industry Classification System (NAICS) codes for this program is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542; and a Business Size Standard of $36.5 Million. It is anticipated that the program need for the project be met through the use of the two-phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The market research survey seeks to identify industry's experience, past performance, and capabilities to execute this project. Interested Offerors shall respond to this Sources Sought Synopsis to include the following: (1) Identification and verification of the company as an SBA certified 8(a) firm, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for NAICS Code 236220. (2) A CAGE Code and/or DUNS Number. (3) Indication of relevant past experience through the description of at least two (2) projects completed within the last 5 years; which are similar in scope, size complexity & magnitude as defined as follows: a. Projects shall be considered similar in scope if they contain the following: Addition to or renovation of an existing fire station or emergency services facility or historic structures renovation, phase renovation project involving multiple areas of one facility or multiple facilities. b. Projects shall be considered similar in complexity if they contain the following multi-disciplined features of work: Architectural, structural, mechanical, electrical and civil. c. Sample submitted Projects should have been for at least $2,500,000 (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above. This will be a design-build contract. All work provided under these contracts will occur in the State of New York. At this time, it is the intent of the New York District Corps of Engineers to award a single contract to a qualified design-build firm. Offerors responding to this Market Research Synopsis shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on 04 NOV 2014.
