Description
In 2012, the Army conducted an Analysis of Alternatives (AoA) for the Army Contract Writing System (ACWS). One portion of that AoA was a self-certification relative to the Army requirements. Each requirement was identified as either: A = Functionality is available out of the box B = Functionality is available with software Configuration C = Functionality is available with software Customization D = Functionality is available with a 3rd party tool or plug-in tool E = Functionality is available with Integration The Army has a need to update that 2012 self-certification. Please find the Excel file attached to this RFI. The first tab contains the initial 737 ACWS 2012 requirements while the second tab contains projected interface requirements. These are not the exact 1567 requirements that were issued with the Draft RFP on 08AUG2014, nor will they be the exact 1567 requirements issued with the final RFP. This is merely to be used as a Market Research tool for the Army as we prepare for release of the final RFP. At present, we need industry to provide the following: 1. In the first tab of the Excel file, please identify each row as either A, B, C, D, or E and indicate your quote mark current quote mark requirement availability (columns C-G) and complexity level (column L). 2. In the second tab of the Excel file is a list of all the planned Army interface requirements for ACWS. The Army encourages you to comment on any area or possible methods for increased efficiency or cost savings (exists out of the box, existing client production implementation that could be leveraged, alternate means of obtaining data, etc.). Please provide an estimated complexity level (column E, F, and G) and return the spreadsheet to the U.S. Government point(s) of contact no later than 5 PM Central Time on 28OCT2014. If your company had previously provided a self-certification in 2012 to the 737 ACWS requirements, this will be an quote mark update quote mark to that self-certification. If your company had not previously self-certified, please provide your best estimate by the due date. This is additional Market Research and any response or non-response will NOT have any bearing on any source selection that may/may not result from the ACWS efforts. This information is considered Market Research and is for planning purposes only and should not be construed as a commitment by the Army for any purpose. This correspondence does not constitute a Request for Proposal (RFP) and no contract will be awarded from this request. Information will not be used in any source selection. No reimbursement will be made for any costs associated with providing information in response to this request and any follow-up information requests. No basis for claim against the Army shall arise as a result from a response to this request or the Army's use of any information provided. This announcement does not restrict the Army to any particular acquisition strategy. The Army reserves the right to consider acquisition strategies as deemed appropriate.
