- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to The Jackson Laboratory, 600 Main Street, Bar Harbor, ME 04609-1500 to provide mouse quarantine and housing services, embryo rederivation services, and cryopreservation and storage for the Animal Program of the Division of Intramural Research (DIR) of the National Heart, Lung, and Blood Institute (NHLBI). BACKGROUND The Animal Program of the NHLBI DIR manages the supply of animals used for research within the DIR. Due to strict national animal care quality standards, and to meet the peculiar needs of medical research, all animals and animal samples must be handled by certified personnel. Similarly, all equipment used in the storage and transportation of animals and animal samples must meet certain specifications. It is extremely expensive to maintain the proper facilities and certified personnel in-house. The Animal Program requires that all of its animals and animal samples be maintained according to strict industry and NIH standards. Current space limitations cause the Animal Program to store its animals and animal samples offsite. Long term storage of animals and animal samples in offsite locations has also proven to be a secure and cost-effective strategy for the NHLBI. PURPOSE The purpose of this acquisition is for a contractor to provide support for mouse quarantine and housing services, embryo rederivation services, and cryopreservation and storage. PROCUREMENT The contractor shall provide the following support services: -Mouse quarantine / housing services; -Embryo rederivation services; and, -Cryopreservation services. PERIOD OF PERFORMANCE The period of performance will be one (1) year with potential for two (2) option years. REPORTING REQUIREMENTS AND DELIVERABLES Not applicable JUSTIFICATION The sole source justification is based on the fact that the NHLBI has worked with The Jackson Laboratory to transport and store animals and animal samples for over five (5) years. Hundreds of animals and animal samples owned by the NHLBI currently reside with The Jackson Laboratory in their facilities. In order to ensure the continued maintenance of the government's samples, the Animal Program must renew its service agreement with The Jackson Laboratory. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 112990, All Other Animal Production, and the Small Business Size Standard is $0.75M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-77 (October 14, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by October 27, 2014 at 9:00am EST and must reference synopsis number NHLBI-CSB-(HL)-2015-011-JML.
