Description

Under Statutory Authority § 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Olympus America, INC. 3500 Corporate PKWY, Center Valley, PA 18034 for the purchase of a motorized stage XYZ for Olympus BX 45 Microscope Clement J. Zablocki VAMC in Milwaukee, WI. This announcement is for supplies for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by OCTOBER 28, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. The laboratory is looking to purchase a robotic stage for Olympus BX 41 microscopes: MPN, STOCK OR ID 3 P-BXPROXYZ. The purpose of this purchase is to eliminate repetitive hand, wrist and arm movements required to move pathology slides on microscope stages. Objectives The robotic stage must be seamlessly compatible with Olympus BX 41 microscopes currently in use in the Milwaukee VA laboratory. The goal is to address and reduce reports of staff pain/discomfort due to repetitive hand, wrist and arm movements while using microscopes on a daily basis for their work. Overtime these repetitive movements cause carpel tunnel syndrome. Scope The purchase of robotic stages and accessories must include installation, training, applications support and warranty. Tasks or Requirements The robotic microscope stages and accessories must: "Be compatible with Olympus BX 41 microscopes "Eliminate the use of microscope hand wheels for moving glass pathology slides along the XY planes of the microscope stage. "Eliminate the use of microscope hand wheels for adjusting the fine focus (Z) of the microscope stage. "Be proven to eliminate hand, wrist and arm fatigue "Be installed and tested by vendor and proper operation verified "Include individual training of staff members and hard copy operation instructions Deliverables "Delivery and installation "Hard copy Operator and Service manuals "Minimum one year warranty "1 robotic stage and XYZ controller Place of Performance Installation and training to take place at the Milwaukee VA Medical Center, 5000 W. National Ave, Milwaukee, WI 53295
