Description
The Department of Energy, Procurement Services Division, Acquisitions Office, extended a Task Order by means other than full and open competition. An approved Limited Source Justification sets forth the justification and approval for award of a Federal Supply Schedule order on a Limited-Source basis as required by FAR 8.405-6. Per FAR section FAR8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply Schedule order. The original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures and was not previously issued under sole-source or limited sources procedures. All Schedule awardees were given a fair opportunity to be considered for the original order. This justification is in the support of a new follow-on FSS order, for a period of 30-days, to IBM. The services currently being performed under this contract were previously awarded to TMS, who was later bought out by IBM. This task order extension is a logical follow-on, as it will not change the scope of work being performed. Moreover, the work to be performed during the extension period is a continuation of the services already being provided by IBM. No new tasks will be added. FE has initiated competition for the successor contract to the current task order and currently is in the process of discussions to maximize the Government?s ability to obtain best value. The competitive solicitation for the successor contract was released on December 13, 2013 and five offerors responded. A successful offeror was received and award was made on September 16, 2014. On September 22, 2014 a SBA Size Protest was received, by the Contracting Officer, protesting the size of the successful offeror. Performance under the successful award will be halted until a resolution to the protest is received. This extension is necessary to provide the required continuity of services for achievement of FE?s mission objectives without interruption during the evaluation and award phase of the successor contract. The dollar value of this action is $318,967.00 and the ceiling value reamins unchanged. This special notice is not a solicitation for firms to submit proposals.
