- Description
- Justification and Approval for Other than Full and Open Competitiion. Synopis number was changed to HSCG38-15-Q-J00002 after J&A was approved by the CPACA. This is a synopsis notice only; a written solicitation will not be issued. The United States Coast Guard (USCG) intends to procure the following items as open market items added to one (1) delivery order issued under GSA Contract GS-35F-5926H to Rockwell Collins, Inc., the Original Equipment Manufacturer (OEM), CAGE 13499 Item 1 - 8600 Power Switching Mod; NSN 6130-01-545-0375; P/N 822-1850-001, 14 Each Item 2 - VPM8600A Video Processor Mod: NSN 5836-01-545-0765; P/N 822-2017-001; 13 Each The requirement will be awarded to Rockwell Collins, Inc. on a basis of other than full and open competition under the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501) Multiple Award Schedule Program FAR 8.401. The North American Industry Classification System (NAICS) code is 334511 and the size standard is 750 employees. The Product Service Code is 5996. This is an unrestricted procurement and the small business set-aside has been dissolved. Drawings or specifications are not available, and cannot be furnished by the Government. Delivery of all items is required within 270 days after issuance of order; however, earlier deliveries are desired and acceptable if there is no additional cost to the Government. F.o.b. point is Origin. All items shall be delivered to USCG, Aviation Logistics Center (ALC), 1664 Weeksville Rd., Receiving Section, Bldg 63, Elizabeth City, NC 27909-5001. Inspection and acceptance shall be performed by the Defense Contract Management Agency representative at the contractor's facility in accordance with the terms and conditions of the Contract. The basis for award of an order rests with the determination that the offeror is a Naval Supply Weapon Systems Support (NAVSUP WSS) and/or a U.S. Coast Guard Aviation Engineering approved source of supply; affirmative determination of responsibility, acceptable past performance, and the Contracting Officer's determination of fair and reasonable pricing. Rockwell Collins, Inc. is currently the only U.S. Coast Guard Aviation Engineering approved source of supply. Award will not be delayed pending approval as a source of supply. FAR 52.217-6 -- Option for Increased Quantity. (Mar 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within 365 days. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of Clause) All responsive, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Only electronically transmitted information will be considered. Telephone, facsimile, and mailed information will not be accepted.
