Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG This is a Pre-Solicitation Notice for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-15-R-0003. The US Army Contracting Center, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR Part 15, for the design, development and production of the Multi-Temperature Refrigerated Container Systems (MTRCS). This is a follow on requirement to contract W911QY-04-D-0004 with DRS Environmental Systems, Inc. The requirement is to procure up to 650 MTRCS over a five (5) year ordering period. The requirement also includes the procurement of first article testing, integrated logistics support, and other technical data needed to support the MTRCS. The Government is anticipating awarding a single Firm Fixed Price Five Year contract. The Government reserves the right to award one or no contracts as a result of the solicitation. The North American Industry Classification System (NAICS) code is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing), and the size standard is 750 employees. When released, the formal solicitation, including all amendments and applicable documents, will be available in electronic medium on or about 27 February 2015 via Fedbizopps.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). Offerors must register in the System for Award Management (SAM) at SAM.gov prior to submission of proposals. It is the offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. The purpose of this requirement is for a contractor to meet the Army's requirement of a flexible, rapidly deployable, and resource efficient refrigerated subsistence distribution capability that enables the support of meal preparation across the spectrum of military operations. The Multi-Temperature Refrigerated Container System (MTRCS) shall be used to more efficiently distribute the full range of rations from the Unitized Group Ration (UGR) Heat and Serve and UGR quote mark A quote mark to the individual line item quote mark A quote mark ration. This includes fresh fruits and vegetables that may be available via the subsistence prime vendor. The MTRCS shall be used for storage of perishable subsistence and shall have the capability to deploy fully stocked with perishable food and maintain required refrigeration temperatures for 12 hours should the power or refrigeration unit fail. The MTRCS shall have the capability to store three calendar days of rations to support the nutritional requirements of up to 800 personnel. The MTRCS is an 8'x8'x20' insulated International Organization for Standardization (ISO) container equipped with a mobile refrigeration system capable of simultaneous refrigeration and freezing operations while in transit or stationary. The MTRCS is designed as a self contained, insulated container for use by deployable units and certified for inter-modal transport by sea, air, and rail. It provides for long-term shipment and storage of temperature sensitive commodities. The MTRCS supports current, interim, and objective forces with a standardized and vastly improved perishable and semi-perishable subsistence distribution capability. One MTRCS is authorized for each Containerized Kitchen or Mobile Kitchen Trailer to support field feeding operations. MTRCS is also issued to the Perishable Subsistence Platoon typically attached to the Quartermaster Supply Company. The 8'x8'x20' MTRCS shall consist of a portable, self-contained, insulated refrigerated container with a combination engine-driven and electrically-driven refrigeration unit and shall operate properly during military operational scenarios. The 8'x8'x20' MTRCS shall be capable of meeting all operational requirements while in transport or when dismounted from the transport vehicle. The contractor shall engineer, design, and build a MTRCS system that both meets all performance requirements of the Performance Purchase Description (PPD) that will be released with the solicitation and assure a successful First Article Test. The Contractor shall supply all necessary personnel, labor, engineering, program management, materials, supplies and facilities necessary to engineer, design, configure, manufacture, and test the MTRCS and provide all support hardware, data, and logistics support documentation to accomplish the requirements of the RFP. The contract effort shall result in the assembly of a MTRCS with all accessory equipment in conformance to contractual requirements to allow transition to the U.S. Army for use worldwide. The Contractor shall provide production representative MTRCS for first article testing and demonstrate through testing that ALL of the performance requirements set forth in the RFP (Performance Purchase Description and Statement of Work) have been met. The Contractor is entirely responsible to ensure all MTRCS (First Article Test and production) produced on a resulting contract meet ALL performance requirements and verifications set forth in Performance Purchase Description and the Statement of Work. A First Article Test shall be conducted by the Contractor. Additional Government testing may be performed at the Government's discretion. Upon successful completion of First Article Test, the Government may issue a delivery order for initial production MTRCS units. Award will be made to an Offeror(s) whose technical expertise, relevant experience, past performance and price proposal offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. An ultimate contract award decision will not be made by the application of a predefined formula, but rather by the conduct of a tradeoff process among the Factors and Sub-Factors identified in the solicitation and by the exercise of the sound business judgment of the Contracting Officer. Contract award will be made to the quote mark responsible quote mark Offeror whose proposal represents the best overall value to the Government based on the Factors and Sub-Factors set forth in the solicitation (See FAR 9.104, which describes the standards prospective Contractors, must meet to be determined quote mark responsible quote mark ). The Government reserves the right to reject any and all offers. A question and answer period will be available during the first ten (10) days after a solicitation is released. During that time frame questions shall be submitted to Sean Auld at Sean.G.Auld.civ@mail.mil no later than the date specified in the solicitation when released (Telephone Calls Will Not Be Accepted). The Government will provide its response through amendments. The Government will not guarantee a response to any question and/or clarifications after the submission deadline in the solicitation.
