Description

Combined Synopsis/Solicitation This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is VA248-15-Q-0114. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 30, 2014. The associated North American Industrial Classification System Code (NAICS) for this procurement is 339113 with a small business standard of 500 employees. NOTE: THIS IS A BRAND NAME OR EQUAL REQUIREMENT (See attached for definition) **OFFERORS MUST SUBMIT A PICTURE OF STERILIZER WITH QUOTE** Description: Tuttnauer Complete Automatic Sterlizer: EZ10 (New Model) 1 EA -Fully automatic autoclaves feature a functional, contemporary design that incorporates an attractive bright blue LED display that is clear and easy to read. - Four (4) trays. - One push of a button, and leave the rest to automation. -Fully automatic autoclaves fill, sterilize, exhaust and dry at the touch of a button. -Feature automatic venting and a closed door active drying system w/High Efficiency air pump & Hepa filter to maintain sterility and circulate hot air for fast drying. -All program parameters can be customized and stored. -Double safety locking device prevents door from opening while chamber is pressurized. Technical Data -Chamber Volume 6 gal/23L -Overall Dimensions 21.5"D x 20"W x18" H, or higher. -Standard Unwrapped Cycle time Cold:30 Mins, Hot: 20 Mins,Voltage 120 V 50/60 Hz. Item-No. EZ10 (New Model) All offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov). Quotes are being requested and a written solicitation will not be issued. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. Quotes must include company name, company DUNS number, and point of contact information. All responsible sources should submit quotes via email to Belinda.buford@va.gov no later than Tuesday October 28, 2014, 1400 (2:00pm) EST. Questions shall be submitted on or before October 27, 2014. 10 A.M. EST. Any question received after this date and time will not be considered. New Equipment ONLY. NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation-Commercial Items applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.232-19, availability of funds- the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. BASIS FOR AWARD - LOWEST PRICE, TECHNICALLY ACCEPTABLE The Government will award one contract to the responsible offeror who submits the lowest priced, technically acceptable offer conforming to the requirements of this solicitation. Each offer will be rated as either "acceptable" or "unacceptable" for each evaluation factor listed below. All factors must be rated as "acceptable" in order for the offer to be evaluated further for price. If any factor is determined to be "unacceptable", the entire offer will not be considered further for award. Evaluation of price will be made on the total price proposed and must be determined to be fair and reasonable. Offerors are cautioned that an unrealistically low price may be grounds for eliminating a proposal on the basis that the offeror does not fully understand the requirement. Offerors are reminded that the burden of providing sufficient information and details rests with them. The Government intends to make award selection without discussions. Award will be made to the responsible Seller whose offer conforms to the solicitation that will be most advantageous to the Government on the basis of a fair and reasonable price, technical capability, delivery, and past performance. NOTE: Each prospective offeror/bidder in order to be determined responsible must present a document from the manufacturer that they are in fact an authorized distributor.
