Estimated solicitation issue date 07 November 2014, Estimated Close Date 07 December 2014 PR# - FD2030-15-00159 Nomenclature/Noun - Cooler, Lubricating NSNs - 2935012377995, P/N: UA538100-5 Application (Engine or Aircraft) - F-16 AMC - 1/C Description: Provides cool lubricating oil to accessory drive gearbox and the integrated drive gearbox. Requested Delivery: Deliver 57 unit(s) - Dec 2014; 45 ea - Aug 2016 Early delivery is acceptable. Qty: Qty Range from Min 14 each to Max 86 each. The current requirement is 57 each. The required quantity may change; therefore, contractor shall provide proposed prices to the ranges listed on the solicitation. If the quantity ranges provided in this solicitation do not provide the best pricing option then the contractor shall submit quantity ranges that yield the best prices to the Government. See clause 52.207-4 in the solicitation. The Final Quantity of this solicitation will be re-evaluated upon receipt of the contractor's proposal and closing of the solicitation. Possible 3 year, Indefinite Delivery/Indefinite Quantity contract: BEQ 104, Minimum Qty 9, Total Max Qty 156 New Manufacture only. Surplus is not acceptable. You are REQUIRED to be "EXPORT CONTROLLED" certified in order to view the drawings for this solicitation. If your company intends to become export control certified there is a web site for registration, the website is www.dlis.dla.mil/jcp/. These drawings are available and are attached to the solicitation posting on https://www.fbo.gov/. Mandatory Language: Qualification requirement exist. To be eligible for contract award, offerors must be approved sources, in accordance with clause, Qualification Requirements 52.209-1. The Government is NOT required to delay contract award to review pending Source Approval Request (SAR). Therefore, offerors are encouraged to submit SARs AS SOON AS POSSIBLE. If the Government has not completed review of a SAR when the contract is awarded the SAR will be retained and the source will be reviewed for possible source approval for future awards. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills and manufacturing knowledge by the qualified sources require acquisition of the part from the approved sources. An alternate source must qualify in accordance with the design control activity's procedures as approved by the cognizant Government engineering activity. Prequalification of alternate sources is required to maintain part quality and reliability. Currently, Ametek, Cage Code 12536, is the only known source for NSN 2935010852864. Triumph Thermal Systems, Cage Code 78943, is the only known source for NSN 2935012377995. Electronic procedure will be used for this solicitation. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
