- Notice of Intent to Award a Sole Source Contract Notice of Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source follow-on contract to Emory University. This is follow-on research which focuses on the discovery and development of medical countermeasures against Venezuelan Equine Encephalitis viruses (VEEV). The current effort has developed a unique lead molecule for the prophylaxis and treatment of VEEV infection. The research has developed a novel series of molecules that affect VEEV. This innovative research will advance a lead compound for the prophylaxis and treatment of VEEV infection to the point of Investigational New Drug (IND) submission. The follow-on effort will prioritize a variety of criteria, subjected to medicinal chemistry and compound optimization and analyzed by computational chemistry and docking modeling as a means of designing highly potent inhibitors for in vitro and animal testing. The end product of this research effort is a therapeutic antiviral candidate. The North American Industry Classification System (NAICS) is 541711 and the Product Service Code (PSC) is AN12. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of this notice, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Responsible sources may submit a capability statement which shall be considered by the agency. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely at Government's discretion. In the absence of qualified sources, the contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Dr. Marie Sepe, Contract Specialist. Response to this notice must be received by 11:59 PM EST, 6 November 2014. Responses must include your business name, point of contact, address, and telephone number with area code.
