- MEMORANDUM FOR Record SUBJECT: Sole Source Justification - Purchase Request for CERFP Training Exercise 1. Request the purchase of services from Davis Defense Group (DDG) for CERFP Training Exercise Package. 2. DDG has provided previous courses to CERFP that are proprietary and copyrighted by DDG. The training exercise currently requested is a follow on course of the previous course. DDG is the only agency that can provide the needed Level II training without having to send our CERFP unit back thru another company's Level I training and Level II training. The cost to the government would be substantial if we used any company other than DDG. 3. Justification: FAR 6.302-1(a)(2)(iii)(A), where it states that: (iii) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. 4. It is this office's position that awarding this contract to a vendor other than DPP would result in a duplication of costs far exceeding what would be gained through competition. 5. THIS IS NOT A FORMAL SOLICITATION. This Special Notice is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 5 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. Response to this award is to be sent to: david.l.bourgeois4.mil@mail.mil. 6.
