- NASA/KSC has a requirement for HD Definition Long and Short Range Outdoor Cameras. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is being issued as a RFQ for the items below in accordance with the attached item list, NNK14531165Q. Item 1: Camera, High Definition Long Range Outdoor Imaging System (Qty. 2) Specifications: 24VDC with single field connector installation Resolution 1080p30 with 1/3 CMOS Imaging device or better Magnification 60X motorized Optical Zoom lens Zoom: (16.7mm-1000MM without extenders) Switchable 2x extender into optical path Switchable Day/Night Infrared cut filter into optical path Aperature: F3.5 - F16 Auto IRIS, Auto Focus, Auto Gain with Manual Overrides Outdoor IP67 Environmentally sealed and pressurized enclosure Powder Coated Aluminum or Stainless Steel Housing Pedestal mount with field cable connector kit PTZ Positioner with 360 degree rotation Camera and positioner remotely controllable via TCP/IP Item 2: Camera, High Definition Outdoor Imaging System (Qty. 2) Specifications: 120VAC with single field connector installation Resolution 1080p30 with 1/3" CMOS Magnification 20X motorized Optical Zoom lens or better Zoom: (4.7mm-94MM without extenders) Switchable Day/Night Infrared cut filter into optical path Auto IRIS, Auto Focus, Auto Gain with Manual Overrides Outdoor IP67 Environmentally sealed and pressurized enclosure Powder Coated Aluminum or Stainless Steel Housing Pedestal mount with field cable connector kit PTZ Positioner with 360 degree rotation and 90 degree tilt Camera and positioner remotely controllable via TCP/IP Item 3: Camera, High Definition Outdoor Imaging System (Qty. 2) Specifications: 24VDC with single field connector installation Resolution 1080p30 with 1/3" CMOS Magnification 20X motorized Optical Zoom lens or better Switchable Day/Night Infrared cut filter into optical path Zoom: (4.7mm-94MM without extenders) Auto IRIS, Auto Focus, Auto Gain with Manual Overrides Outdoor IP67 Environmentally sealed and pressurized enclosure Powder Coated Aluminum or Stainless Steel Housing Pedestal mount with field cable connector kit PTZ Positioner with 360 degree rotation and 90 degree tilt Camera and positioner remotely controllable via TCP/IP The provisions and clauses in the RFQ are those in effect through FAC 2005-74. The NAICS Code for this procurement is 334220. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA KSC is required within 30 days ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 11/13/2014, 0800 EST to NASA KSC and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm l The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing and e-mailed to nancy.s.cuty@nasa.gov not later than 10/31/2014 1630 EST. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets all the Government's requirement previously listed in items 1, 2 and 3. Offerors must include completed copies of the provision at 52.212-3 (AUG 2013), Offeror Representations and Certifications - Commercial Items with their offer.
