Description
This project is for the construction of a 16 outlet Type III jet fuel (JP-8) hydrant system with two (3,500-barrel) operating fuel tanks, hydrant system pumphouse, hydrant hose truck checkout station, canopies, fill stand at the airfield, replace transfer pipeline, bulk fuel pumphouse, 4 position off-load facility, and 2 position fillstand at bulk fuel storage area at Grissom Air Reserve Base, IN. The work includes secondary containment, fuel recovery system and tank, automatic tank gauging, leak detection, cathodic protection system, emergency generator, supporting utilities, paving, site preparation and improvements. Work also includes but not limited to new fire suppression and detection systems, HVAC systems, plumbing systems, lighting systems, pump control systems, communication systems, exterior electric, lightning protection and asbestos abatement, demolition of existing Type II hydrant systems including underground storage tanks and hydrant pumphouse. Phased construction is required. The Estimated Cost Range is between $10,000,000 and $25,000,000. The construction contract duration is 570 calendar days. This is a single phase procurement following the Tradeoff (Best Value) approach. The technical information contained in the Offeror's proposal will be reviewed and evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Relevant Experience and Past Performance of the Prime Contractor; Management Plan; Price; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. This is a Full and Open competitive procurement. NAICS code is 236220. Size Limitation is $33.5M. AWARD OF THIS PROJECT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The solicitation will be available by download from the Internet only. The approximate issue date is Mid-November.
