RFP FA520914R0019 This is a solicitation notice for Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contracts (MACC) for U.S. Army Installations within Honshu, Japan, with 1-year basic period plus four 1-year option periods. MACC is a contract for execution of a broad range of maintenance, repair and minor construction and may include design-build capability. Contractors will be expected to accomplish a wide variety of individual construction tasks encompassing design-build, renovation, additions/upgrades, along with specific work such as, but not limited to, mechanical, HVAC (heating, ventilation, air conditioning), electrical, architectural, demolition, painting, paving and earthwork. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, Appendix A, and Air Force Mandatory Procedures 5315.3. The Government will select the proposals with the lowest evaluated price from among those meeting the acceptability standards for technical and past performance factors. The Government intends to award between seven and nine contracts. A minimum of $2,000 (Yen equivalent amount) will be guaranteed for the IDIQ contracts awarded. The maximum aggregate amount of the MACC program, inclusive of all awarded MACC contracts, including option periods, will not exceed $90,000,000 (Yen equivalent amount). Work required under the MACC program will be completed among a pool of multiple awardees based on work defined in individual task orders. The task orders will generally range from Y1,000,000 to Y150,000,000, with most falling in the range of Y5,000,000 to Y100,000,000. The task orders may be as low as Y1,000,000, or may be well in excess of Y150,000,000; however most task orders will fall in the range of Y5,000,000 to Y100,000,000 (Y stands for Japanese Yen currency). A pre-bid/pre-proposal conference will be conducted at Bldg 642, Camp Zama, Kanagawa-ken, Japan on 13 Nov 14 at 0930 hours (Japan Standard Time (JST)) for the purpose of answering questions regarding this solicitation. Participants must meet at Camp Zama Gate #4 at 0845 hours (JST) on the same date (vehicle access to attend the conference is not allowed). Refer to the Solicitation, Section L, 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) for the detailed instruction to attend the conference. Proposal Response Due: 1400 on 26 Nov 14 (JST) / 0000 on 26 Nov 14 (EST) To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website https://www.sam.gov/portal/SAM/#1. All responsible sources may submit a proposal that shall be considered by this Agency. Interested contractors are encouraged to submit their contact information by registering as an interested vendor utilizing the Vendor Notification Service link within the Register to Receive Notification function of Fed Biz Ops https://www.fbo.gov/. No bidder's mailing list will be maintained. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs. NOTE: This acquisition is unrestricted; however, this solicitation includes clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
