THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on October 30, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $600 thousand, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) bridge superstructure removal, prestressed concrete deck bulb tee girders, structural concrete, bridge rail, epoxy coated reinforcing steel, and hot asphalt concrete pavement. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CA FTNP REDW PRES 1(14), Redwood National Park Bridge Preservation, Prairie Creek Bridge Rehabilitation The Prairie Creek Bridge is located approximately 5 miles north of Orick, CA and approximately 30 miles south of Crescent City, CA off Highway 101 in Redwood National Park. To reach the bridge, take the Newton B. Drury Scenic Parkway off of Redwood Highway (US101), proceed approximately 300 feet and turn left onto Wolf Creek Road and proceed approximately.5 miles to the Prairie Creek crossing. Wolf Creek Road accesses the Park education center, fire cache, and a few residences. The road is generally closed to the public except for accessing the education center. The existing Wolf Creek Road is a paved two-lane roadway with varying width (average width is 20 feet). Vegetation and tree cover along the road is dense and immediately adjacent to the roadway. Tree clearing will not be allowed; only minor pruning will be permitted. The existing bridge has 4 3'-6" deep weathering steel plate girders approximately 74 feet in length with bent plate diaphragms. The existing deck consists of 2" x 8" treated timber decking and treated timber planks. The existing curbs are 12" x 18" treated timbers. There is an existing overhead electric line that runs across the bridge along the north curb line. This line will remain in place and in service throughout the project. No utility relocation will occur. Prairie Creek is a salmon spawning stream. No debris will be allowed to enter the waterway. No work within the channel or streambed will be allowed. Scope of the Work The proposed project includes bridge superstructure replacement and approach roadway work to follow the existing horizontal and vertical alignments. Specific project elements include the following: •· Erection and maintenance of a debris containment system throughout construction; •· Removal of existing superstructure, including treated timber decking, planks, and curbs, weathering steel plate girders, compression joint seals, and bearing pads; •· Roughening the surface of the existing abutment caps and wingwalls; •· Drilling into existing abutment caps and placement of new reinforcing steel and concrete for new abutment cap seats; •· Erection of new bearing pads and 41-inch precast, prestressed concrete deck bulb tee girders; •· Placement of concrete diaphragms, concrete curbs, bridge rail, waterproofing membrane and asphalt overlay on the bridge; •· Removal of existing asphalt at bridge approaches; •· Recompacting and paving of bridge approaches (approximate length at each approach 23 feet); •· Installation of signage; •· Minor utility work; •· Traffic control; and •· Erosion control The location of the utility line, along with the dense vegetation along both sides of the roadway, provides very limited clearance for construction equipment for demolition of the existing superstructure and erection of the new superstructure. There will not be clearance for a crane to swing around during demolition or erection. It is anticipated that demolition and erection will need to occur in a linear scheme. The contractor will need to follow OSHA regulations for using cranes near power lines. As part of this project, the road may be closed from November 1 st through January 31 st for construction. Work along this route will take place within environmentally sensitive areas and will require interactions with the National Park Service. Principal Work Items Approximate quantities for major work items: •· 1,800 square feet of bridge superstructure removal •· 300 linear feet of precast, prestressed concrete deck bulb tee girders •· 20 cubic yards of structural concrete •· 3,500 pounds of epoxy coated reinforcing steel •· 50 tons of hot asphalt concrete pavement •· 220 linear feet of bridge rail It is anticipated that this project will be advertised in April, 2015 with construction occurring from October, 2015 through February, 2016. The contracting range for this project is between $400 thousand and $600 thousand.
