- Description
- The Deputy Executive Officer for Personnel (D/EXO-PER) serves as Deputy to the Supervisory Executive Officer (Sup’y EXO), USAID/South Sudan, alongside the Deputy Executive Officer for Operations (D/EXO-OPS). The D/EXO-PERS reports directly to the Sup’y EXO, or the Deputy Mission Director in the absence of an Acting Sup’y EXO. In addition to backstopping the Sup’y EXO, the D/EXO-PER is directly responsible for managing and training Mission Foreign Service National (FSN, host-country national) personnel to take over all aspects of Human Resources management (including USDH, USPSC, TCNPSC, and FSN personnel management) and travel management. As D/EXO-PER, the incumbent is also responsible for the International Cooperative Administrative Service System (ICASS) management in respect to workload counts, customer service surveys, interagency relations and management, staff training related to the administration of ICASS. For the majority of these services, USAID is the ICASS Alternate Service Provider (ASP), providing administrative services to all or most other USG agencies with staff in Juba. As such, the incumbent is an essential member of the Mission and Post management team. The D/EXO-PER’s work, management skills, and inter-personal relationships will greatly affect Executive Office performance in Juba, South Sudan, and its support to USAID/South Sudan development objectives. The D/EXO-PER is expected to initiate, plan, manage, and complete a full array of assignments and reports.
