- This modification/amendment is to post the Questions and Answers and an amended solicitation with change shown in "Track Changes." The United States Environmental Protection Agency (EPA), Office of Acquisition Management (OAM) in support of the Facilities Management and Services Division (FMSD) is issuing this Solicitation per Federal Acquisition Regulation (FAR) Subpart 5.2. This solicitation is entitled, "Strategic Planning, Comprehensive Space Analysis and Design, and Project Management Services." EPA's space is constantly upgraded and altered, the organizational structure of EPA continues to evolve, and its programs expand and contract, to continuously meet their mission requirements. President Obama's June 10, 2010 memorandum, "Disposing of Unneeded Federal Real Estate," directed federal agencies to achieve cost savings by reducing operating costs, generating income through disposal of assets, and more efficiently using existing real property through consolidation of space. To manage its space and rental obligations and to assist with the directive to reduce space, EPA requires contractor support services to perform space planning, analysis, design services and project management support for EPA projects both at Headquarters and throughout the 10 EPA Regions nationally. US EPA anticipates awarding a single sward Indefinite Delivery / Indefinite Quantity (IDIQ) type contract with primarily time and material and some firm fixed price task orders. The NAICS code is 541611 (Small Business Size Standard $14 million). The solicitation is set aside 100% for small businesses. PROPOSAL SUBMISSION DATES Questions about the technical or contractual details of this procurement are due no later than 4:00 PM, Eastern Time on October 15, 2014 via FedConnect. Answers to questions will be provided as an amendment to the RFP and will be uploaded to Fedconnect. Electronic copies of your submission (two separate volumes) shall be received no later than 04:00 PM, Eastern Time, on November 14, 2014. Electronic copies of submissions shall be uploaded to FedConnect in Portable Document File (PDF) format. The offeror shall save each volume, as described above, as its own PDF and titled accordingly. All questions and submissions must be submitted via FedConnect in order to be considered. The offeror is responsible for ensuring that their entire submissions are received by the designated EPA contacts stated above, before the above-listed deadlines. Late responses will NOT be accepted. Notices regarding this solicitation and amendments will be posted using the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. You must register with FedConnect as an interested party to view any attachments posted. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the US EPA's commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner.
