Description
Draft Statement of Work The United States Department of Justice (DOJ) is developing an acquisition strategy for an administrative support services contract to support the Environment and Natural Resources Division (ENRD). Contractor personnel will furnish sufficiently qualified professional and non-professional personnel and will provide equipment, vehicles, and supplies necessary to perform the required services. Required services will include: (1) mail, messenger, and fax services; (2) copy/scan services; (3) supply services; (4) records management services; and (5) docketing services. ENRD is one of seven litigating divisions in the Department of Justice. The Division currently employs approximately 622 attorneys and legal support professionals, most of who are stationed in two buildings in the Washington, DC area. ENRD also has field offices in Denver, Sacramento, San Francisco, and Seattle, which may require support services. The administrative support services for ENRD are currently based in the Patrick Henry Office Building (PHB) located at 601 D. Street, NW. This building also currently houses the largest group of Division personnel. Satellite file/mail/fax rooms and copy centers are located in the Robert F. Kennedy MAIN Department of Justice Building (MAIN - 950 Pennsylvania Avenue, NW) and in ENRD's Denver Field Office (999 18th Street). A satellite file storage warehouse is managed by the administrative support services staff and is located in Landover, MD. The Division's management is housed in the MAIN Justice Building. The PHB lease is coming to an end in 2015, and a new lease for ENRD is being negotiated by the General Services Administration. There is a possibility that ENRD could relocate. If that happens, the contractor may be required to perform some contract tasks within Government space and other tasks at the contractor's facility. The Government anticipates a base period of twelve months for the resultant contract with four additional option periods of one year each for a total period of performance of sixty (60) months. An indefinite delivery/indefinite quantity contract is anticipated. The applicable North American Industry Classification Systems (NAICS) code is 561110, Office Administrative Services, with a size standard of $7.5 million. This is a market survey for informational purposes only and shall not be construed as a Request for Proposals (RFP). A draft Statement of Work has been included, solely to assist vendors in the preparation of their responses to this market survey. No contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls or other communications about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with the following instructions. Sources of innovative, cost-effective, and fully proven office administrative services are sought, along with descriptions of how, where, and with what success these services have been implemented. Responses to the announcement must provide detailed, yet concise information about the company's qualifications and experience in providing similar services to those described above and in the attached draft Statement of Work within the past three (3) years, including to the Federal Government, if applicable. This information should include contract information, including the contract number, the dollar value, period of performance, current status, and current contract point-of-contact information, including the contact's name, address, telephone number, and e-mail address. Interested parties shall provide statements of capability regarding non-personal, office administrative services that pertain to the set of performance objectives described herein. In addition, the response, which shall not exceed twenty-five (25) typewritten pages, must denote the firm's business size status (i.e., large, small; 8(a); small disadvantaged; HUBZone; service disabled, veteran owned; etc.). All responses must be submitted electronically to r.frate@usdoj.gov and must be received no later than November 12, 2014 at 12:00 p.m. eastern time.
