- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with HOV Services/LASON Systems Incorporated, 11850 Hempstead Highway, Suite 270, Houston, TX 77092. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 518210, Data Processing, Hosting, and related services; the size standard is 750 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to HOV Services/LASON Systems Incorporated, 11850 Hempstead Highway, Suite 270, Houston, TX 77092 for a one year maintenance agreement for the TurboScan System. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI is responsible for processing known reference samples of Convicted Offenders, Arrestees and Detainees. The Federal DNA Database Unit became operational in December 2000 as the Federal Convicted Offender Program and collects and analyzes DNA samples submitted from around the country as required by the DNA Backlog Elimination Act of 2000, the USA Patriot Act of 2001, the DNA Fingerprint Act of 2005 and the Adam Walsh Child Protection and Safety Act of 2006, broadened the scope of sample collections from just convicted federal offenders to include federal arrestees, as well as non-U.S. citizen detainees. Under those acts, federal agencies, to include the FBI, are directed by the USAG to collect DNA samples from individuals who are arrested, facing charges, convicted, or from non-United States persons who are detained under the authority of the United States. In order to comply with this legislation and be able to process the exponential increase in samples being submitted to the FBI, the program requires a preventive maintenance agreement to ensure the successful operation and to maintain optimum performance of our optical character recognition software package known as TurboScan 2000 that is provided by HOV Services/LASON Systems, Inc. The TurboScan system is used to scan the FD-936 form submitted for DNA sample submissions uploaded to the National DNA Index (NDIS) and is considered a critical system for the FBI. HOV Services/LASON Systems, Inc. is the only provider of this service as they are the sole provider of the TurboScan 2000 software package. HOV Services/LASON Systems, Inc. is the only company that will be able to modify the configurations as they are the only company that provides the TurboScan software. HOV Services is also the only provider that is able to respond on-site within a one hour notice. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by HOV Services/LASON Systems, Inc., as no other vendor is capable of providing the TurboScan 2000 software that is needed for direct support of the FBI's mission and respond on-site within a one hour notice. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, October 27, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
