- Pre-Proposal Conference PowerPoint Amendment 2 - SOL-623-14-000023 List of Pre-Proposal Conference Participants Questions and Answers - Amendment 2 The United States Government, represented by the U.S Agency for International Development to East Africa (USAID/East Africa), is seeking a Contractor for the Transition Initiatives for Stabilization Plus (TIS+) for Somalia program as stipulated in the subject RFP. Proposals will be accepted from eligible organizations and encourages U.S. small businesses to submit proposals. In support of USAID's interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new local partners. Organizations eligible to compete for the program are strongly encouraged to carefully review the RFP and submit proposals in accordance with Secion L of the RFP. Instructions and deadlines for submitting questions and proposals are indicated in the attached letter and RFP. Amendment 1 incorporates the following: • Minor changes to Section C • Clarifications in Section F.7 on where key personnel must be based • A correction to the title of paragraph (5) in Section M.2 to read “Past Performance” • The first tranche of questions and answers and subsequent revisions to the RFP • The updated Local Compensation Plan, which is provided in Attachment J.2 • An extension of the deadline for questions to October 20, 2014, 0800 Nairobi, Kenya time This Amendment 2 provides the list of attendees of the pre-proposal conference, provides the pre-proposal conference presentation, and incorporates the second tranche of questions and answers (along with those from the pre-proposal conference) and subsequent revisions to the RFP. All revisions are hereby incorporated into the RFP. USAID/East Africa looks forward to receiving and reviewing your proposals.
