Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT REQUEST. ANY RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITION DECISIONS. The Alexandria VA Healthcare System has a requirement for rental of a boiler to tie into existing boiler plant equipment in accordance with the following statement of work. STATEMENT OF WORK (Portable Boiler Rental) Vendor to provide one Rental Portable Boiler and all supervision, labor, transportation, materials, equipment, and supplies required to tie rental boiler into existing boiler plant equipment and operate as an alternate source of steam and heat generation in accordance with contract sketch and statement of work at the Alexandria Veterans Affairs Medical Center located at 2495 Shreveport Hwy 71 North in Pineville, LA 71360. Portable boiler shall be rated a minimum of 700 HP (Horsepower) at 24,000 PPH (Pounds of Pressure per Hour). Rental period is 1 November 2014 (or ten calendar days after award whichever is later) thru 31 March 2015. Boiler and equipment: Must be less than 10 years old; must have D/A (de-aerator) with duplex pumps; must have duplex softeners; must have blow-down tank with automatic tempering valve; burner must be Low Nox capable; must be capable of using both Natural gas or #2 oil; and all components must be piped into on trailer. Vendor shall deliver, set-up, and provide up to eight (8) hours of on-site training to Government Staff on operation of portable boiler after set-up. Vendor is responsible for all connections to plumbing from current Boiler Plant to the Portable Boiler, electrical supply, and fuel supplies. Delivery and set-up shall be completed within 5 calendar days after receipt of contract award. Vendor shall be responsible for tear-down and removal of rental boiler from premises not later than 15 April 2014. Vendor shall be responsible to properly seal all dis-connections to plumbing, electric, and fuel lines. Vendor shall assume full responsibility for damage to Government Property as result of the delivery, set-up and tear-down. Responsibility includes all costs associated with repairs to damage Government Property. Vendor is responsible for supplying a boiler in good working order and will be responsible for all repairs and maintenance. A maximum Of 24 hours (1day) on response to service/repair request from time of notification by the Government is required. SEE ATTACHMENT FOR LAYOUT OF BOILER SITE Contractors who feel they can provide the Alexandria VA Health Care System with the above rental are invited to submit in writing an affirmative response which includes the following information: 1. Name of business 2. Point of Contact name, telephone number, e-mail address, and business address 3. Indicate whether business is large business, small business, certified 8(a) small business, Certified HUBZone business, Small Disadvantaged Business, Service Disabled Veteran Owned Small business, Veteran Owned Small business, Woman, and/or Minority Owned business concern according to NAICS 238220. 4. Is your business eligible and capable of performing the tasks described in this document? All responsible sources are encouraged to respond to this sources sought announcement by submitting a capability statement response addressing the above questions within this notice via email to arlene.blade@va.gov no later than October 29, 2014 by 12 Noon CDT. The Government does not intend to rank submittals or provide any reply to interested businesses. Submit any questions by email to Arlene Blade.
