- Description
- The Technology Applications Contracting Office (TAKO) intends to issue an amendment to an existing Justification and Approval that will provide engineering support for New Build aircraft. The amendment will cover the engineering services for additional non-recurring engineering (NRE) efforts in support of Special Operations Aircraft. The proposed amendment revisions shall reflect the updated needs in the current ESS period of performance (POP) to support the advanced development of the Engineering Change Proposal (ECP) Active Parallel Actuator Subsystem (APAS) and initiation of the Army common airframe in support of the planned Block II ECP integration. The APAS ECP will change the existing flight control pallets in Special Operations Aircraft to enable the next evolution of flight control technology, leveraging previous work with the DAFCS. The Army Common Block II integration leverages the engineering completed for New Build airframe and integrates further structural enhancements to converge on a common airframe for the conventional and SOF platforms. The proposed acquisition is still planned as a sole source acquisition with The Boeing Company, Boeing Defense and Space Group, Stewart Avenue and Route 291, P.O. Box 16858, Philadelphia, PA 19142-0858. The period of performance shall be solicited as a five year Indefinite Delivery Indefinite Quantity (IDIQ) contract for supplies which the Government does not own specifications and drawings to permit full and open competition. The Boeing Company is the sole manufacturer of the H-47 family of aircraft. The contract is releasable to U.S firms only. Requests from U.S. firms must be submitted in writing to the above address and must include business size. All responsible U.S. sources may submit a proposal, which shall be considered by the agency. The associate North American Industry Classification System (NAICS) is 336411; the business size is 1000 employees. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302.1. This notice of intent is not a request for a competitive proposal; however, the Government will consider all proposals received by the specified due date IAW FAR 5.203 (a). A determination by the Government not to compete this acquisition is solely within the discretion of the Government.
