Description
THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT. This is a SOURCES SOUGHT NOTICE to determine the availability of Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS Code, 238210, size standard $15,000,000.00 that have the capability, experience, and expert knowledge to provide Contractor owned and Contractor operated electric vehicle recharging stations: DESCRIPTION/SCOPE/OBJECTIVE The objective of this acquisition is to determine if there are firms in the marketplace who design, construct, own, operate, and maintain electric vehicle charging stations on federal property. The vehicles to be charged are non-Governmental vehicles. The charging stations would interconnect with the NIST electric grid and the contractor would be assessed power consumption for each kilowatt consumed by the charging stations. NIST is NOT subsidizing the cost of electricity to be used by the contractor and the motorist charging his/her vehicle. Contractor would be responsible for collecting all funds from motorists who consumes electricity from the charging stations. For the basis of this sources sought, the NIST electric rate is tiny_mce_marker.11 per kilowatt hour, which includes demand charges. The two locations being considered are Gaithersburg, MD and Boulder, CO campuses. The Agency seeks qualified, experienced firms interested in this activity. Approximately 3,000 people daily work/visit NIST in Gaithersburg, MD. Parking lots are dispersed across the campus for each facility. In Boulder, CO approximately 1,000 people daily work/visit the campus. NIST operates a commercial off the shelf power monitoring system. The product was sold by Eaton Electric and is named POWERNET. Any contractor would be required to provide (furnish and install) POWERNET current transformers and meters to communicate and trend kilowatt hour consumption data into the NIST power monitoring system. These meters and current transformers would be used by NIST to determine the electric consumption used by the charging stations. The contractor would then reimburse the Government for the consumed electricity deemed used by the POWERNET meters. Requirements for Responding to this SSA: In 20 pages or less excluding business information an interested capable construction service contractor shall respond to this SSA by submitting a Capability Statement. At a minimum, the statement shall include the following: (1) If the firm has operated any similar charging stations on a fee for service basis at any other federal or non-federal facility. Please list the name of the facility, a POC at the facility, and a telephone number of the POC at the facility. (2) How many electric vehicles or other business issues that would make an installation attractive for firms in the marketplace (3) Furnish a data sheet on the proposed charging station that would be used along with any external communication requirements. Please identify on the data sheet the power requirements for the charging station (volts, phases, and amperes) (4) Type/Size of company, NAICS code, and Social Economic status, as validated via the Central Contractor Registration (CCR). (5) All offerors must register on the CCR located at http://www.sam.gov, additional information on NAICS codes can be found at www.sba.gov. (6) Statement of Bonding Capacity The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date.
