- Draft N00024-14-R-5352 Attachments DRAFT N00024-14-R-5352 DRAFT portions of the Request for Proposals (RFP) for Surface Electronic Warfare Improvement Program (SEWIP) Block 1B3 FY15-19 Full Rate Production (FRP) have been posted for industry questions and comments. Unclassified questions and comments should be electronically submitted to Dana Cahill ( dana.cahill@navy.mil ) and Mike Kilbane ( mike.kilbane@navy.mil ). Questions may be answered and incorporated into the final RFP at the discretion of the Government. Attachment 6 of the draft RFP (Technical Data Package) contains classified information secured at the SECRET/US Only level. As a result, Attachment 6 will be supplied on a CD/DVD which will be mailed separately. Only one copy of the classified CD/DVD will be distributed to each Offeror. To obtain this classified mailing, interested Offerors must complete the RFP Classified Material Request Form and Attachment 15 (Non-Disclosure Agreement), both attached to this draft RFP notice. This information should be submitted to timothy.rocco@navy.mil and provide a copy to tiffany.denny@navy.mil and mike.kilbane@navy.mil. If approved, the Government will to mail a classified CD/DVD to the Offeror. IMPORTANT: In order to be considered for contract award, each company must have a TOP SECRET facility clearance by time of award; however, all Offerors must be able to receive classified portions of the solicitation up to the SECRET level and must be a United States (US) company or an independent US subsidiary. However, foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
