Sources Sought No. W912EF-15-R-SS04 Contracting Office: US Army Corps of Engineers (USACE), Walla Walla District, 201 North Third Avenue, Walla Walla, WA 99362-1876. Subject: Sources Sought for Facilitation of Partnership Council Committee Meetings Point of Contact: Lana J. Murry, Purchasing Agent, 509-527-7217, Email: Lana.J.Murry@usace.army.mil Description of the Requirement: The Walla Walla District maintains two Partnership Council Committees consisting of members of management and the union (United Power Trades Organization (UPTO) and National Federation of Federal Employees (NFFE)) representing the District's several hundred personnel. The council is committed to improving communication, cooperation, and consensus building, while solving workplace problems before they become bigger issues involving plant efficiencies, employee morale, and labor relations. A facilitator is necessary to keep the committee focused, on schedule, and productive. The Contractor shall provide the experience and expertise to facilitate USACE Partnership Council Meetings between the US Army Corps of Engineers, Walla Walla District, and Union Representation. The facilitator shall help bring about an outcome by providing indirect assistance, guidance, or supervision during the USACE Partnership Council meetings which are scheduled every other month for each Council. Meetings will be held at US Army Corps of Engineers facilities in Walla Walla, WA. There may also be up to three (3) off-site meetings during the year. Meetings begin at approximately 8:00 a.m. and end at approximately 4:00 p.m. An agenda for each meeting will be prepared and distributed, in advance, by USACE personnel. The Facilitator shall assist in preparing the agenda. The facilitator shall record information on flip charts, as necessary. Notes of information from the flip charts shall be consolidated and presented to the Corps of Engineers in a narrative form each time within 3 days. Meeting notes will be taken and recorded by USACE personnel. Once the Contractor receives the draft meeting notes, he/she will review them, add any additional comments, and return them within 7 calendar days of receipt. The USACE personnel are responsible for finalizing the meeting notes. The NAICS code for this requirement is 561990 with a size category of $10,000,000 in Average Annual Receipts. This is not a solicitation. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Interested parties that respond to this Sources Sought announcement should submit the following information: 1) A capability statement expressing interest in this requirement, describing the company and its capability to facilitate partnership council committee meetings, as described above. 2) The Period of Performance is as follows: Base Year: 1 January 2015 through 31 December 2015 First Option Year: 1 January 2016 through 31 December 2016 Second Option Year: 1 January 2017 through 31 December 2017 Third Option Year: 1 January 2018 through 31 December 2018 Fourth Option Year: 1 January 2019 through 31 December 2019 3) A statement of the company's business size and type (HUBZone, Service-Disabled Veteran-Owned, 8(a), Small Business, Woman-Owned).
