Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition number is OS144285. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77. (iv) The corresponding NAICS code is 491110 and the small business size standard is $7.5 million. (v) List of items/description, and quantities - United States Postal Service (USPS) - postage for Pitney Bowes machine located in Irvine, CA. USPS postage is to be loaded on the Pitney Bowes machine in one transfer. (vi) Description of Requirements - Reference above (v) (vii) Pitney Bowes machine is located in Irvine, CA and postal services are to be provided through 9/30/2015. This is an ALL OR NONE. Evaluation will be based on lowest price technically acceptable. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Quoters are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer or acknowledge its listing in the System of Award Management (SAM). (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) The clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xiv) Sole Source Justification: This acquisition is conducted under the authority of 41 U.S.C 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services, on behalf of the Office of Medicare Hearings & Appeals (OMHA) intends to negotiate and award a purchase order on a sole source basis to the United States Postal Service (USPS) for postage to be loaded onto the Pitney Bowes machine. When postage is printed using a meter, it records each transaction so that the USPS can later collect postage from the postage meter company, such as Pitney Bowes. Therefore, USPS can record evidence of the postal transaction. Because of the restricted nature of USPS postage machines, the Government must use a postage machine by renting from a provider like Pitney Bowes. To avoid fraud, the function and use of postage meters is closely controlled by the USPS.
