Description
This is a Pre-solicitation Notice Only. The Department of the Interior, National Park Service has a requirement for On Call (OC) fixed wing pilot services to transport personnel and/or cargo in support of Government Fire and natural resource missions in Lake Clark National Park, Port Alsworth Alaska. Aircraft to be piloted include a Cessna 185 configured for wheels, wheel skis, or floats, a Cessna 206 on wheels and a Piper Super Cub PA-18 configured for wheels, wheel skis, straight skis or floats. Aircraft missions include but are not limited to point to point transportation, resource reconnaissance (high, low and precision), fire reconnaissance, and non-threatening law enforcement surveillance with off airport operations required. The Contractor shall possess Federal Aviation Administration (FAA) certificated commercial pilot certificate with appropriate ratings. A minimum of a current second-class medical certificate issued in accordance with 14 CFR Part 67. A current FAA competency check completed in accordance with 14 CFR 135.293(a and b) in the Single-Engine General Purpose Airplane Family and a current 14 CFR 135.299 line check. The services of this Request for Proposals (RFP) are being acquired under the authority of Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Subpart 13.5 Test Program for Certain Commercial Items. The anticipated on-call contract period will be from February 9, 2015 to February 8, 2016 with a one-year option. The solicitation is anticipated to be issued on or about December 2, 2014 with a projected closing date of January 12, 2015. The apparent successful offeror must be registered in System for Award Management (SAM), in order to be awarded a contract. This procurement is set-aside 100 percent for participation by small business concerns under NAICS code 488190 which has a small business size standard of $30M.
