- This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management, has a requirement for flight services using a turbine powered rotary wing, such as a MD 500D, E, F; B206B III; R-66; BH206L-1; BH206L-3; AS 350BA; AS 350B1; AS 350B2; AS 350B3; BO-105; BH212; BH412; BH205 series; UH-1 series; or BH214B1 or equal. The intent of this contract is to obtain fully Contractor-operated and maintained on-call helicopter flight services to transport personnel and/or cargo in support of Government natural resource missions in Alaska. Contractors must be certified under A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate; Title 14 of the Code of Federal Regulations (CFR) Part 135 Air Carrier Certificate. These aircraft must be carried on the list required by 14 CFR Part 135.63 or Operations specifications Part D085, "Aircraft Listing," as appropriate; A 14 CFR Part 133 "Rotorcraft External Load Operations" Certificate which authorizes Class B loads, as a minimum; A 14CFR Part 137 "Agricultural Aircraft Operations: Certificate; A contract aircraft must have a Standard Airworthiness Certificate or a Restricted Airworthiness Certificate. Missions will include, but are not limited to, interagency fire management program support such as fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue, aerial capture, eradication and tagging of animals (ACETA), overwater, platform and vessel landings, and law enforcement limited to nonthreatening surveillance, and other administrative and related natural resource activities. The anticipated on-call contract period will be from June 1, 2015 through May 31, 2016, with four, one-year options. The anticipated issue date of the solicitation is 11/17/2014 with a projected closing date of 12/8/2014. It will be a requirement that the successful awardees be registered in the System for Award Management (SAM). This procurement will be competed full and open.
