- NASA/KSC plans to issue a Request for Proposal (RFP) for the following non-commercial item: A bellows-style displacement pump required for engineering development and testing purposes to complete an initial Government evaluation versus other commercial off the shelf industry pump technologies such as but not limited to piston and diaphragm type pumps. Prospective offerors are encouraged to review the draft SOW and draft Specification and offer written comments and questions via email to the point of contact no later than 3:00 p.m. ET, November 5, 2014. Prospective offerors are strongly encouraged to submit questions and comments as soon as they are identified. Prospective offerors may respond as frequently as needed. The draft is intended to allow prospective offerors the opportunity to comment on the requirement and identify any areas that are confusing or not clear, and may warrant additional information or clarification in the final RFP. When responding, reference the synopsis number NNK15ZMS002Q in the subject line of the email. Comments and questions should reference the applicable paragraph number and be attached to the email in Microsoft Office format or Adobe Portable Document Format. Telephone questions will not be accepted. This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336419 and 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of NNK15ZMS002Q is on or about November 12, 2014 with an anticipated offer due date of on or about December 12, 2014. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities home page is http://procurement.na sa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
