- Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quote (RFQ). The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77. The NAICS code is 561612 and the size standard is $19.0 million. This is set-aside for small businesses. The Bureau of the Public Debt on behalf of the Armed Forces Retirement Home is contracting to acquire Unarmed Security Guard Services. The provisions at 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable.
