- NOTICE OF INTENT TO AWARD SOLE SOURCE Department of Veterans Affairs (VA) Network Contracting Office 8 (NCO 8) intends to award a sole source, firm fixed price, contract for commercial services. The requirement is for maintenance and support services for Leica Peloris Tissue Processor and Leica Bond III IHC Strainer. Place of Performance: 5201 Raymond Street, Orlando, FL 32803-8208 Contractor: Abbott Laboratories, Inc. 100 Abbott Park Road, Abbott Park, IL 60064 Performance Period: Base year + Four One-Year Options Authority: Statutory exception permitting other than full and open competition for this acquisition is 41USC 253(c)(5), by FAR 6.302-1(c) Only one source and No other Supplies will satisfy Agency Requirements. NAICS: 811310 The requirement is for a maintenance and support service package for Leica inclusive of on-site planned maintenance inspection, replacement parts, and monitoring of Leica equipment. Install any replacement parts is included as part of the Services. Leica equipment certification required. OVAMC currently owns and operates Leica systems (Peloris Tissue Processor and Leica Bond III IHC Strainer). Services must be performed by service engineers trained and certified to perform preventive maintenance services (PMS) on Leica's Biosystems Division equipment; FDA compliance mandatory. This notice is not a request for competitive quotes; however, any Federal Supply Schedule Contractor that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Responses are due by November 7, 2014, 6:00 p.m. (EST). Responses shall be submitted via e-mail to rosa.rivera3@va.gov.
