PWS Appendix B, Estimated Square Footages and Cleaning Levels THIS IS OFFICIAL NOTIFICATION OF THE ISSUANCE OF A REQUEST FOR PROPOSAL (RFP) The United States Air Force, Wright-Patterson AFB, Ohio 45433-5344 is soliciting for a firm-fixed price (FFP) contract for Area B Custodial Services for a nine month base period and four (1) year options. This is a solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Requirements (FAR) Subpart 12.6. The North American Industry Classification System (NAICS) for the acquisition is 561720. The size standard is $16.5M. This requirement is a 100% small business set-aside. This requirement is to provide all personnel, equipment, tools, materials, supervision, and other items, except that which is designated Government Furnished Property, and the services necessary to manage and perform Area B Custodial Services. For the Performance Work Statement (PWS) and other documents for this solicitation, see addendums and attachments. Solicitation number for this requirement is FA8601-15-R-0008. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-77, 14 Oct 2014. The Government reserves the right to de-scope the solicitation prior to award and will amend accordingly. ***Site Visit*** Wright Patterson AFB will be conducting a Site Visit with regards to this solicitation on 7 November 2014. The details of the Site Visit are as follows: Date: 7 November 2014 Time: 0800-1200 Location: Hope Hotel & Richard C. Holbrooke Conference Center, Builidng #823, Area A, Gate 12 A, Wright-Patterson Air Force Base, Ohio 45433, Phone: (937)-879-2696. Attendees: 2 company representatives will be granted access per contractor Participation in this event will be at no cost to the government. All travel, lodging, and transportation arrangements will be at the expense of the contractor. Base access and participation in this event must be coordinated with Evan Kaufman by 3:00 P.M. EST, 4 November 2014. If your company plans to attend this Site Visit, please contact Evan Kaufman at 937-522-4520 or evan.kaufmna.1@us.af.mil, or if LT Kaufman cannot be reached please contact Madonna Hart at 937-522-4569 or at madonna.hart@us.af.mil. You will need to provide visitor's name, driver's license number, state of issue, and email. The pass will be emailed to the visitor and will require an Adobe Reader to open. Print and bring pass to the site visit. All questions concerning this solicitation need to be submitted no later than noon on 12 November 2014. IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to register in the System for Award Management (SAM) and maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov. Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form. Wide area Workflow- Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at http://wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at http://wawf.eb.mil/.
