Description
SOLICITATION SYNOPSIS: The American Consulate General Frankfurt hereby provides the following Solicitation Notice for a Request for Proposals (RFP) for: GERMAN LANGUAGE TRAINING COURSES. The goal of the project is to provide German language instruction to groups and individuals at various USG locations in Frankfurt, Germany area, including the American Consulate General Frankfurt building. All interested contractors shall review the attached pages of this solicitation, Attachment "A" FSI Skill Level Descriptions and "B", Authority for Release of Information, and offer the services conforming to the specifications. Synopsis This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-77 October 14, 2014 Contract Type: The Contract shall be an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Price Services Contract with one (1) basic year and four (4) one-year Option Periods which may be awarded to one or more offerors. Fixed-price tasks orders are to be issued based on the fixed rates. Pre-Proposal Conference: A pre-proposal conference will be held at 10:00 CET (local German time) on Wednesday, November 12, 2014, at the U.S. Consulate General, Frankfurt. See page 47 of the solicitation for important details. Question Submission: Interested offerors may submit questions concerning this RFP to the POC's email address by 16:00 (CET) of Wednesday, November 19, 2014. Questions not received within this time period will not be considered. Delivery and Acceptance: The services are to be performed at various USG locations in Frankfurt, Germany area including the American Consulate General Frankfurt building. The exact addresses will be specified upon award. Basis for Award: The Government intends to award one or more a firm fixed price IDIQ contract(s) resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered, and who is determined to be a responsible contractor within the meaning of FAR Part 9, paragraph 9.104. The Government has the right to award without any discussions. The following factors shall be used to evaluate proposals as outlined in Section V of the solicitation: (i) Pricing (ii) Technical Capability (iii) Past Performance These three evaluation factors, when combined, are equal. Other Requirements: - A proposal MUST be good for 60 calendar days after submittal. - Offerors must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/. - All proposals and other correspondence must be in the English language. - Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. Proposal Submission: The complete proposal submission shall include the following as outlined in Section V of the solicitation: (1) Price Proposal (2) Technical Capability (3) Past Performance (4) Other Requirements Proposal Due Date: Offers are due no later than 16:00 hours (CET), Friday, December 05, 2014 and shall be submitted either: a) in the original plus one copy in a sealed envelope marked as "Proposal SGE500-15-R-0007" via international courier to the following address: American Consulate General Regional Procurement Support Office (RPSO) Attn: Hannelore Godecki Giessener Strasse 30 60435 Frankfurt am Main, Germany or b) as a pdf document emailed to Godeckih@state.gov and FrankfurtRPSO@state.gov. The email subject line must read "Proposal SGE500-15-R-0007" Interested offerors may submit questions concerning this RFP no later than 16:00 CET, Wednesday, November 19, 2014, and shall be e-mailed only to FrankfurtRPSO@state.gov with copy to Godeckih@state.gov with the solicitation number in the subject. All responses to the submitted questions will be issued as one Amendment, and posted on FEDBIZOpps, website address: https://www.fbo.gov. Questions not submitted before this date will not be considered.
