- Exception to Fair Opportunity: FAr 16.505(b)(i)(C) The contractor for the task order is Solutions Technology Systems, Inc. (STSI), 1600 Wilson Blvd., Suite 800, Arlington, VA 22209-2510. During task order performance several gaps were identified by program stakeholders that need to be addressed by STSI before the task order for the next phase in this project, development and maintenance, can be competed and awarded. The identified gaps are due to evolving agency guidelines for system architecture, technical specification and data standards, and other agency wide initiatives and inadequate stakeholder participation due to scheduling conflicts and resource contraints. As part of the task order, STSI reviewed existing process diagrams and system documentation and performed outstandingly in conducting information sessions, requirements gatehring workshops, documentation and technical review sessions with the NRC staf. STSI developed high-level technical and business requirements for the Replacement RPS that meets all stakeholder needs. STSI has a thorough knowledge of the existing system and a good understanding of the business processes pertaing to RPS and interfacing systems. STSI has the knowledge and expertise to complete new subtasks 3 -Refine High Level Design Requirements); and 4 - Transition Activities). The benefits of allowing STSI to perform the new subtasks include: Risk mitigation by further refining and requirements to avoid ambiguity; Logical follow-on of the work without any ramp-up period for knowledge transfer; Cost reduction to the agency by utilizing the prior knowldege of contractor personnel on site; Time saved in completing the scheduled task by utilizing prior knowledge of the system for an effective transition to the next phase of the project (task order competition for the development and maintenance for the proposed system).
