Description
Justification and Approval for USNS SUPPLY MARUP extension. The USNS SUPPLY is currently in BAE Southeast's shipyard undergoing replacement of its Machinery Control System (MCS). The ship's new MCS will not be completely installed and tested by the original equipment manufacturer (OEM) within BAE's original contract period of performance which ends 01 November 2014 (which includes a 15-day extension after exercise of a contract option). The OEM has stated that it will now take until 15 March 2015 to complete the MCS installation, which will be followed by dock and sea trial testing that will conservatively require an additional two weeks. Without an operational MCS, the ship cannot operate under its own power. It is impractical, costly, and risky to move the ship to another shipyard as doing so will require the ship to be towed. Changing shipyards would further delay and disrupt installation of the new MCS. Therefore, the current shipyard contract must be extended to ensure continuation of services until the MCS is installed and tested. The subject contract with BAE calls for the shipyard to conduct tests of the fully operational MCS system, which could take up to two weeks. Therefore, the continuation of services should account for this time period and extend until 31 March 2014.
