- THE BELOW DESCRIPTION PROVIDES AN INTRODUCTION ONLY; REFER TO THE ATTACHMENT FOR THE FULL ANNOUNCEMENT. Network Integration Evaluation (NIE) Sources Sought This is a request for candidates for the 16.1 NIE, Oct-Nov 2015. Key words: NIE, Agile Process 1.DESCRIPTION 1.1The US Army ASA (ALT) System of Systems Engineering and Integration Directorate (hereinafter referred to as SOSE&I) is seeking interested sources with mature solutions to enhance existing network systems capabilities to participate in a Network Integration Evaluation (NIE) event scheduled to occur in October/November 2015 (referred to as NIE 16.1) at Ft. Bliss, TX and the adjacent White Sands Missile Range, NM (WSMR). The purpose of this notice is to identify emerging capabilities to be evaluated against a set of entrance criteria for an opportunity to participate in the NIE. This Sources Sought seeks solutions with a narrow focus on specific Capability Opportunities in the current and evolving equipment solution set. Functional requirements for these capabilities are listed in Paragraph 2. These capabilities are: Cyberspace Situational Awareness Integrated Tactical Network Environment (ITNE) Management Integrated Tactical Network Environment (ITNE) Planning Low-Overhead Training Enablers that Support Transition to a Synthetic Training Environment (STE) Realistic Training to Optimize Human Performance at the Small Unit (Squad) Level Side-by-Side Legacy and Future Battalion Command Posts Fuel Automated Accountability & Management Tactical Water from Air 1.2The NIE is an Army hosted event conducted twice a year. The NIE is approximately two to four weeks long and employs a Brigade Combat Team (BCT) at Fort Bliss, TX. The goal is to conduct parallel, systems tests of Army programs, evaluate new networked technology and organizational capabilities, non-network capabilities and emerging in-theater capabilities and concepts. The NIE events will include tactical exercises using current force equipment and emerging networked systems. 1.3This is a Sources Sought announcement. This does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), an Invitation for Bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. There is no basis for claims against the Government as a result of information submitted or demonstrations provided in response to this Sources Sought announcement. The Government does not intend to award a contract on the basis of this announcement or otherwise pay for any information or demonstrations provided by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Financial resources will not be provided for participation in the NIE. 1.4Sources must understand the entire financial burden of participating in this process to include: submitting a White Paper, briefing, and Training Plan; attending and providing an Oral Presentation at the CRB; submitting solution candidates for a training event prior to the NIE; participating in pre-NIE integration and planning activities and training soldiers to operate the candidate solution at Fort Bliss, TX and White Sands Missile Range, NM and post-NIE de-installation and recovery activities will be the sole financial responsibility of the source. Field Support Representatives must be available to support each of these required events. 1.5The Government will provide a venue for an Oral presentation, assessment services and venue for the candidate integration risk reduction testing, host platform and services and access to the NIE site and facilities. The Government may provide integration support to integrate candidate solutions into military platforms and assist in network integration where applicable.
