- This is a Sources Sought Synopsis announcement; a market survey for information only to be used for preliminary planning purposes. No proposals or quotes are being requested or accepted with this synopsis. 1. LOCATION. This project is located along and within Turkey Creek in Wyandotte County, Kansas City, KS - north of the Interstate 35 and 7th Street interchange at the tunnel entrance and south of the 7th Street interchange near the Mission Road overpass. 2. DESCRIPTION. The initial contract for the Missouri Interceptor will include three primary features of work - channel modifications to Turkey Creek, extension of an existing levee, and the construction of the Missouri Interceptor outfall structure and approximately 450 feet of dual cell 10'x9' RCB. A number of channel modifications are proposed to occur on Turkey Creek including, but are not limited to, lowering the channel bed approximately eight (8) feet into limestone bedrock, the installation of a concrete slab and concrete retaining walls, construction of a secant drilled shaft wall, shotcrete placement, and shotcrete repair. The right bank channel improvements include clearing, grubbing, grading, riprap placement, and construction of a secant drilled shaft wall. There are no improvements proposed to the left bank of the channel. In addition to the channel improvements, the existing concrete access road is proposed to be removed and replaced in kind. The existing levee is located between the Mission Road on-ramp to I-35 and 7th Street will be extended approximately 1,500 linear feet to the southwest. The levee is approximately four to eight feet tall and requires an inspection trench. This contract will include the construction of the outfall structure of the Missouri Interceptor and installation of approximately 450 linear feet of dual cell 10'x9' RCB. This work requires a significant amount of excavation, dewatering, potential for petroleum contaminated soils, and installation of a very large dual cell RCB. Concrete retaining walls and slabs are required to daylight the outfall structure into Turkey Creek. Overall, construction includes rock removal, petroleum contaminated material removal, placement of significant amounts of earth and riprap, coordination with a number of entities and major concrete work. The contractor is required to work within the channel and manage normal flows through Turkey Creek, as well as, flood events. No work is required beneath the BNSF 4.4 main lines. However, work may be required within BNSF right-of-way. The contractor is required to follow BNSF safety protocol for work within BNSF right-of-way, as applicable. 3. Magnitude: Between $5,000,000 and $10,000,000. 4. Information Sought: Of particular interest in this sources sought is to ascertain the level of interest from small business and receive industry suggestions to improve the value or lessen the difficulty of necessary activities. 5. THIS IS A SOURCES SOUGHT AND/OR REQUEST FOR INFORMATION (RFI): This Sources Sought/RFI is for information and planning purposes only as defined by FAR 15.201. The purpose of the posting is to ascertain the breadth of interest, especially small business, and capability of the marketplace to fulfill a specific need. This Sources Sought/RFI does not constitute, nor is the U.S. Army Corps of Engineers (USACE) seeking or accepting a Request for Quote (RFQ), a Request for Proposals (RFP), or an Invitation for Bid (IFB), and is not making a promise that any of the aforementioned will be issued in the future. This request does not commit the Government to contract for any services or supplies. If a solicitation is released in connection to this requirement, vendors must be actively registered in the Central Contractor Registration (CCR) database to be eligible for an award. Firms can register via the CCR internet site at http://www.ccr.gov. Potential vendors must also complete their online representations and certifications. To do so requires CCR registration, including an MPIN number. This sources sought notice is solely for the Governments use as a market research tool. All responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead no later than December 1, 2014 by 13:00 (CST). The response to this notice shall be in summary format and shall not exceed twenty (20) pages. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format.
