- Amendment 001: Pre-proposal Conference info Modification 2: Amendment 001 to the Solicitation provides the Pre-proposal Conference Slide Presentation and Site Visit Attendee List Modification 1: This update is to Issue the Solicitation and upload technical documents. Pre-proposal Conference/Site Visit is scheduled for Oct 28, 2014. Solicitation Closing Date is November 18, 2014. Synopsis: The General Services Administration (GSA), Region 10 announces an opportunity for an Electrical Upgrade at the Federal Building and U.S Post Office and Courthouse located at 825 Jadwin Avenue, Richland Washington 99352. Interested parties are encouraged to register through FBO using the "Add Me to the Interested Vendors" link on the Federal Business Opportunities (FBO) website. Vendors are also encouraged to register to receive notices about this announcement by using the "Watch This Opportunity" link on the FBO website. NOTE: GSA PBS Region 10 will NOT be maintaining a manual list of interested vendors. The Solicitation will be all-electronic including amendments. All documents will be posted on the electronic Federal Business Opportunities (FBO) website at: www.fbo.gov, with secure access required for Sensitive but Unclassified Building documentation. Access requirements will be provided in the Solicitation. PROJECT BACKGROUND/DESCRIPTION: The electric system is original to the building that was constructed in 1964 and although some modifications were made, the system has reached the end of its useful life. The new electrical system will replace a majority of the existing service. PROJECT SCOPE General Requirements: GSA envisions a highly collaborative D/B delivery approach for this project. The expectation is that the D/B Team will work closely with all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and GSA's requirements for a fully functional, code compliant electrical distribution system with capacity for current and projected future uses. Specific Scope: The contractor will be responsible for providing all management, design and engineering, materials, equipment, labor and other items necessary to upgrade the electrical system. This effort includes, but is not limited to: Conducting preliminary research and investigation, Meeting with stakeholders to further develop requirements, Conducting design review meetings at each stage of design submittals, Conducting value engineering sessions, and all construction and coordination efforts necessary to complete construction including; progress meetings, quality control, and commissioning. Electrical service will include providing and installing primary switchgear, dry-type transformers, distribution switchboards, panel boards and motor control centers needed to handle the current electric service into the building and then distributed throughout the system. The construction work will be accomplished while the facility is occupied; therefore, the D/B Team will be required to ensure minimal disruption to tenants and their mission, keep current systems in operation and keep facility and tenants safe and fully protected. The construction work may also be performed concurrent with elevator upgrades that may require coordination with the elevator contractor. The Federal Building and U.S. Post Office & Courthouse is listed on the Historic Register which may require SHPO coordination and compliance. PROJECT MAGNITUDE: Between $5,000,000 and $7,000,000. COMPETITION: Restricted. This procurement will be open to small business firms. Any qualified responsible firm, including small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate as a prime contractor or as a member of a joint venture with other small businesses. Any firm proposing as a joint venture will be required to provide additional documentation regarding its joint venture agreement during the solicitation phase. The NAICs for this procurement is 238210 and the Size Standard is $15.0 Million PROJECT DURATION: The total expected project duration including design and construction is estimated to be 2 years PROCUREMENT STRATEGY: The Design Build contractor will be selected using the Best Value Source Selection process pursuant to the Federal Acquisition Regulation FAR subpart 15.101-2 Lowest Price Technically Acceptable technique following issuance of a formal Request for Proposals (RFP) on www.fbo.gov. For this contract award process, GSA will issue one Solicitation. The Government will identify the evaluation factors developed in accordance with FAR 15.304 that will serve as the basis for the determination of the Offer which provides the best value to the Government. Interested Offerors will be required to submit their responses (including both technical and price proposals) to the RFP by the due date established in the RFP. The Government will evaluate all responses to the RFP in accordance with the criteria in the RFP. The Government will reserve the right to make an award upon the basis of the initial offers without discussions. CONTRACT AWARD: GSA PBS R10 contemplates awarding a Firm Fixed Price (FFP) type contract as a result of the forthcoming solicitation. SOLICITATION ISSUE DATE: The RFP will be issued electronically on or after 09/04/2014 on the internet at: http://www.fbo.gov/. CLOSING DATE: The closing date for receipt of proposal submissions shall be specified in the RFP. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PRICE OR TECHNICAL PROPOSALS.
