- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is: W81XWH-15-T-0018 and is being issued under Request For Quote LW4282. This is a notice that this action is unrestricted. The SIC Code is 6640; the North American Industry Classification System (NAICS) code is 334516 (size standard 500 employees). The following action is to be completed by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) for Two Teledyne Automated Flash Chromatography Systems, Brand Name or Equal, with the associated minimum essential characteristics (MECs) found attached to this solicitation and the Request For Quote (RFQ) attachment. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD as an RFQ and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-77, which is effective 14 October 2014. Unless otherwise specified, all Federal Acquisition Regulation (FAR) and other directive material contained in FAC 2005-77 is effective 14 October 2014, except for Items II [Item II-Irrevocable Letters of Credit (FAR Case 2011-023)] and III [Item III- Uniform Procurement Identification (FAR Case 2012-023)] which are effective 13 November 2014. DESCRIPTION: This requirement is for two Automated Flash Chromatography Systems, Brand Name or Equal for use in WRAIR Division of Experimental Therapeutics infectious disease programs. The synthetic chemistry labs require the delivery, installation, and training on automated Flash Chromatography Systems for the purification of small organic molecules developed within the laboratory. Purification process is critical to ensure accurate testing results are acquired on laboratory developed compounds tested in biological and animal testing for an anti malarial lead optimization projects within the Department of Drug Development. Background: The supplies covered in this document include two automated Flash Chromatography Systems. The systems are offered as a package to include the necessary hardware, software, installation, and training to enable proper use of the equipment. Failure to purchase/install these instruments will dramatically impact ET's mission as older equipment nears the end of life-cycle management. The objectives of these programs are: (1) Provide automated standalone systems that can assist in all aspects of column purification of small organic molecules for drug discovery. (2) Provide automated standalone systems that have a high throughput, ease-of-use, and flexibility in both the scale and separation methods in the purification of small organic molecules. See the attachment for a list of the Minimum Essential Characteristics for the required items. A separate PDF document listing these MECs can be located by following the Additional Documentation link below. Quotations submitted shall provide a matrix that directly point back to all MEC's. Forms of documentation may include sales pamphlets, product specification sheets, product documents, user guides, catalogs, etc. Minimum Essential Characteristics (MECs) Two Teledyne Automated Flash Chromatography Systems; Brand Name or Equal, each one consisting of the below MECs: 1. System Design: -Integrated System must be stand alone and not require an additional computer to operate. 2. User Interface: -System heads up display (HUD) shall be touch screen and attached to the instrument. PeakTrak Integrated chromatography software is preferred but not required (Brand Name or Equal). Must have computerized touch screen display for real time control of all run parameters to included but not limited to UV-Vis detection, solvent gradient control, fraction collection control with Color-coded fraction mapping. 3. Data Visualization: -Real-time chromatogram display, zoom, and post-run Peak Trak Fraction mapping (Brand Name or Equal). 4. Run/Gradient Control: -User selectable four solvent binary Drag-and-Drop capability with user-selectable scale. System must be able to utilize at a minimum a two solvent simultaneously providing a binary gradient. 5. Gradient Formation: -High pressure gradient formation with accuracy less than 1% full scale. Gradient formation must be linear or step, isocratic mixing capability. 6. Auto-Method (RFID): -Rf to gradient calculator, with RFID column detection where software automatically loads column parameters including silica type. RFID test tube rack identification to ensure test tube racks are automatically identified by system and can be refilled for continuous operation or can be changed to a new collection size. 7. Detection: -Internal Detection through integrated UV-Vis (UV 200-360nm or UV-vis 200-780nm PDA) with slope and threshold peak detection. Collection triggered by single, dual or all-wavelengths. Collect all fluid, or select fraction collection determine by a UV peak based on slop detection or level threshold. External signal input and optional Evaporative Light Scattering Detection (ELSD) 8. Pump: -Dual, high-pressure positive displacement piston pumps 9. Flow Rate mL/min: -Flow Range 5 -200 mL/min, Flow rate accuracy +/- 5%, Pressure accuracy +/- 5 psi 10. Operating Pressure: -Maximum pressure 200 psi (14 bars) 11. Fraction Collector: -Two RFID racks for error-free operations and easy fraction retrieval. Two collection racks holding 75 test tubes a piece in the following sizes: 18 x 150mm and 16 x 150mm. Collection rack portion of the instrument must have secondary containment and drainage. 12. Sample Introduction: -Auto-inject self-cleaning valve for walk-away solution for automatic equilibration and injection. Column equilibration. 13. Loading Scale: -Flexibility to accept multi-capacity pre-packed silica cartridges in sizes ranging from, but not limited to, 4 to 330grams. 14. Sample Security: -Run auto-extension, monitor back-pressure, and leak detection (organic vapor sensor) 15. Safety Features: -110-120V power supply with grounded solvent path, solvent and waste level-sensing, and integrated column air-purge. -Gas Requirements 65 psi (4.6 bar) +/- 5 psi (0.3 bar) using nitrogen or other inert gas -Drift Tube Temperature between 10 to 70oC -Spray Chamber Temperature between ambient to 120oC -Humidity (when connected to power) 95% relative humidity maximum at 20 to 40oC -Any Solvent storage component of the instrument must have secondary containment and drainage. -All tubing and components exposed to organic solvents must tolerate common solvents, but at a minimum (list not exclusive): water, hexane, alcohol (methanol, ethanol), ethyl acetate, acetone, diethyl ether, dichloromethane, chloroform, toluene, benzene, tetrahydrofuran, acetonitrile, dimethylsulfoxide, dimethylformamide, dimethylacetamide. -System must have automatic safety shut off. 16. Dimensions: -Dimensions should be 24 inches in height, 14.1 inches in width, and 17 inches in depth or smaller. 17. Weight: -Weight under 70 lbs. 18. Expandability: -Upgradeable flexible design to enable 4-sample unattended purification. 19. Agency Certifications: -CE and CSA 20. Warranty: -Minimum 1 year warranty (End of MECs) These items are needed for WRAIR at Silver Spring, MD 20910. Delivery is FOB Destination no later than 28 days after date of contract. No hard copies of the solicitation will be issued by this contracting office. Quotes will be evaluated on the basis of lowest price-technically acceptable (please see the full text of 52.212-2 in the attached solicitation documents to this RFQ under the Additional Documentation link below) and any resulting contract shall be issued as a Firm Fixed Price Award. The Government intends to award an order without discussions. Offerors should provide their best, complete proposal upon initial submission. Offerors must be registered and have current and valid SAM and ORCA records before an award can be made to them. The contractor who is chosen for the award shall keep their SAM and ORCA records current and not allow them to expire throughout the period of performance.
